Book excerpt: The focus of the paper is on the potential of iron ore supplies from West and Central Africa to enter the export market over the short and medium terms and how this could impact the supply-side capacity and market price. To assess this, three export development scenarios (low, medium and high risk) are constructed for 17 iron ore mines (over 27 production expansion projects) in West and Central Africa. The projections for African iron ore are compared with the latest medium-term import forecasts and suggest that the development of West and Central African iron ore has the potential to create significant downward pressure on the price of iron ore exports over the medium term. The increased export capacity could push marginal producers - mainly in China but also in India and elsewhere - out of the market.

Book excerpt: The paper briefly sets out factors behind Chinese demand for iron ore imports and the main features of China's medium term resources consumption growth path. It then outlines the potential of major iron ore export countries to meet China's medium term iron ore import demands. The focus of the paper in on the potential of iron ore supplies from west and central Africa to enter the export market over the short and medium terms. To assess this, three export capacity scenarios (low, medium and high risk) are constructed for 17 iron ore mines (over 27 production expansion phases) in west and central Africa. The result suggest the development of west and central African iron ore has the potential to create significant downward pressure on the price of iron ore exports over the short to medium term. The impact of the excess export capacity on iron ore price is estimated and it suggests that there would be significant knock-off effects for iron ore-centric economies such as Australia and Brazil.

Available in PDF, EPUB and Kindle. Book excerpt: The Chinese Economic Transformation, the 19th volume in the China Update book series, provides an opportunity for young economists to share their views on various issues relating to the Chinese economic transformation. More than half of the contributors to this book are female scholars. Some of the contributors are rising stars in the studies of the Chinese economy and economic transition, and some only recently received their PhDs and are on their way to establishing themselves in the field of China studies. But they have one thing in common: to passionately observe, study and research what is going on in the Chinese economic transformation during the reform period; and, by so doing, make contributions to the policy debates on, and general understanding of, the Chinese economy. The chapters in this volume include an in-depth probe into challenges in capital and credit allocation due to financial friction and policy distortions; investigating the causes of growth slow-down in China and suitable policy responses; the evolution of the household registration system and its impact on off-farm employment and the integration of rural and urban labour markets; the growth, scale and characteristics of nonstandard employment; the development of rural e-commerce and its economic impact; innovation performance of listed enterprises in China; financial services liberalisation and its impact on firms’ performance; financing support schemes for small and medium-sized enterprises (SMEs) and the effect on banks’ credit allocation to SMEs; the potential costs of US–China trade conflict and ways to mitigate them; gender income gap in China’s labour market; causes of blockage of Chinese overseas direct investment and strategies to reduce the probability of encountering obstacles; and the role of state capital in the iron ore boom in Australia. The great variety of topics in this year’s Update allows readers to understand the current shape of the Chinese economy and to think deeply about policies and necessary reforms for future growth and development.

Available in PDF, EPUB and Kindle. Book excerpt: The phrase ‘New Normal’ captures the ongoing shift in the pattern and drivers of China’s economic growth. China’s new growth rate is both slower and imposing difficult structural change. These new economic conditions are challenging yet offer opportunities for China and its economic partners. Reforms must be deepened but also make growth more inclusive and environmentally sustainable, over this decade and beyond. This year’s Update offers both global context and domestic insight into this challenging new phase of China’s domestic economic transformation. How are policymakers elevating migrant workers concurrent with increasing consumption? Is China’s government spending enough on education and R&D to ensure it can achieve its aspirations to ascend the global manufacturing value chain and avoid the middle-income trap? Are energy market reforms reducing or increasing the price of gas and electricity in China? What are the consequences of China’s financial reforms and expanding Renminbi trading for foreign banks? What does China’s new growth model mean for the international resources economy and for Africa? Do SOEs face market conditions and are they dominating China’s fast-rising outbound investment? What is China’s strategy for navigating fragmented international trade policy negotiations?

Available in PDF, EPUB and Kindle. Book excerpt: Managing the peaceful transition of authoritarian states to democracy and a market-economic system represents a tremendous challenge. Whether it comes to reconstituting the coherency of the state following armed conflict, expanding participation rights and the rule of law in emerging democracies, overcoming corrupt structures, fighting poverty and inequality, or establishing clear rules for stable market-economic competition, the requirements are enormous, and the pressure on responsible leaders is intense. After all, the quality of governance makes an essential contribution to the success or failure of transformation processes. The Bertelsmann Stiftung's Transformation Index (BTI) thus systematically places political decision-makers' steering capability at the heart of its analysis and, as a result, is the only index in the world that measures and compares the quality of governance with self-collected data. This is done in the firm conviction that the ongoing comparative study of transformation processes is invaluable for the successful design of reforms and holds enormous global potential to learn from different political strategies for steering change, even though diverse traditions, power configurations, resources and cultures necessarily make each transformation process unique. The BTI measures and compares transition processes in 129 transformation countries with data collected between 2015 and 2017 and establishes their global rating based on detailed country reports. Now in its eighth edition, it offers the opportunity to understand long-term trends and global developments through the analysis of time-series data. The spotlight on current developments is thus complemented by a decade of data that captures the most varied transformation processes and puts into perspective recent progress and setbacks on the way to democracy and a market economy.

Book excerpt: This book uses extractive industry projects in Africa to explore how political authority and the nation-state are reconfigured at the intersection of national political contestations and global, transnational capital. Instead of focusing on technological zones and the new social assemblages at the actual sites of construction or mineral extraction, the authors use extractive industry projects as a topical lens to investigate contemporary processes of state-making at the state–corporation nexus. Throughout the book, the authors seek to understand how public political actors and private actors of liberal capitalism negotiate and redefine notions and practices of sovereignty by setting legal, regulatory and fiscal standards. Rather than looking at resource governance from a normative perspective, the authors look at how these negotiations are shaped by and reshape the self-conception of various national and transnational actors, and how these jointly redefine the role of the state in managing these processes for the ‘greater good’. Extractive Industries and Changing State Dynamics in Africa will be useful for researchers, upper-level students and policy-makers who are interested in new articulations of state-making and politics in Africa.
