Book excerpt: Understanding how various entities in a policy system at the national level can contribute to improved use of evidence in policy making. Yet little research has focused in developing countries on how various actors and players in a policy system work together to achieve a set of policy goals. In this paper, we study the factors contributing to the effectiveness of a policy system. The process of policy design, adoption, implementation, and refinement requires an effective policy system as well as a capacitated and supportive institutional structure. External actors both through technical and financial assistance often support policy systems in developing countries. Poor coordination and harmonization of such assistance among various actors and players within the country can often result in undermining the very policy systems they try to strengthen. This is typical in the African agricultural development process. In this paper, we develop a conceptual framework for understanding the policy and institutional architecture of food and agriculture policy system and for improving the coordination and harmonization of the roles of policy actors and players. Applying the framework to Ghana, we map and analyze the organizational contributions of various actors and their functional characteristics. We show how such analysis can aid various policy actors in setting priorities and strategies for increasing their capacity and the effectiveness of their roles. Finally, we draw lessons for strengthening the food policy systems in developing countries through effective coordination among local and external actors.

A key component of this narrative has been an ambitious programme of agricultural reform, involving private firms, NGOs, and international charities. The Rwandan government claims these reforms have been a resounding success, tripling crop yields and helping to combat hunger. Chris Huggins argues, however, that Rwanda’s liberal, modernising image sits poorly with the regime’s continuing authoritarian tendencies. Featuring in-depth case studies of the effects of agricultural reform in three different regions, and drawing on hundreds of interviews, Huggins shows that the much-vaunted ‘liberalization’ of agriculture has in fact depended on the coercion of Rwandan farmers, and in many cases has had a detrimental impact on their livelihoods. With the Kagame regime now coming under increasing international scrutiny, this work provides a timely look at the impact of ‘market friendly authoritarianism’ in contemporary Africa, making essential reading for students and scholars of development in the fields of sociology, anthropology, political science, and economics.

Simultaneously, the city’s contribution to the national economy almost trebled. Clearly, population growth was accompanied by an unmistakable trend of economic growth, and a significant decline in urban poverty and income inequality. On the other hand, Dhaka’s high population density exacerbated serious environmental challenges, and it was soon ranked as one of the world’s least livable cities. In the context of these contradictory signals of rapid urbanization, Dhaka’s Changing Landscape sets to answer three most intriguing questions: Are the poorer segments of urban population, which migrate with dreams for better lives, benefitting from positive economic trends? Are these benefits sustainable? Are these benefits creating scope for this group to have a stake in the city’s growing prosperity? By studying 600 households and applying comparative analysis over a span of 20 years, the authors examine demographic and economic trends to understand the patterns, scale, and complexity of urban poverty, income inequality, and rural–urban migration. This book first traces the trajectory of private sector engagement in ODA, before setting out the theoretical and analytical framework for analysing the mutual prosperity agenda in UK ODA – the notion that ODA can benefit both donor and beneficiary country interests. By extending corporate social responsibility theory (in the emerging field of business and development studies) to ODA, the book critiques the underlying assumptions contained within UK ODA-multinational corporation partnerships. Book excerpt: The most recent Ebola epidemic that began in late 2013 alerted the entire world to the gaps in infectious disease emergency preparedness and response. The regional outbreak that progressed to a significant public health emergency of international concern (PHEIC) in a matter of months killed 11,310 and infected more than 28,616. While this outbreak bears some unique distinctions to past outbreaks, many characteristics remain the same and contributed to tragic loss of human life and unnecessary expenditure of capital: insufficient knowledge of the disease, its reservoirs, and its transmission; delayed prevention efforts and treatment; poor control of the disease in hospital settings; and inadequate community and international responses. Recognizing the opportunity to learn from the countless lessons of this epidemic, the National Academies of Sciences, Engineering, and Medicine convened a workshop in March 2015 to discuss the challenges to successful outbreak responses at the scientific, clinical, and global health levels. Workshop participants explored the epidemic from multiple perspectives, identified important questions about Ebola that remained unanswered, and sought to apply this understanding to the broad challenges posed by Ebola and other emerging pathogens, to prevent the international community from being taken by surprise once again in the face of these threats. This publication summarizes the presentations and discussions from the workshop.
