A model was created to examine the impact of school size, poverty level, urbanicity, perception of family involvement promotion, and wellness policy leadership. Although the model was not supported in the study, there were significant differences in wellness policy compliance between elementary and high schools. Further, wellness policy scores varied depending upon who completed the questionnaire. Implications of the findings and suggestions for future research are discussed.

The dissertation concludes with implications for further study, with respect to teacher support, policy process, and affects of No Child Left Behind.

Book excerpt: School district wellness policies (SDWP) may provide guidance to schools seeking to improve and maintain healthy learning environments throughout the United States. State and federal legislation and regulations influence the creation, maintenance, and revision of local SDWP. To examine the strength and comprehensiveness of local SDWP content categories, the changes in those characteristics over time, and the associations between changes in SDWP over time and concurrent changes to state and federal legislation and regulation. An observational sample of 19 SDWPs that were in effect over three periods between 2006 - 2014 within a single county of Washington State were scored using the Wellness School Assessment Tool (WellSAT). Content areas of strength and comprehensiveness were compared across time periods. Policy events were divided into three time periods: 2004-2006, 2006- 2010, and 2011-2014. All districts released a SDWP within the 2004-2006 time period when state and federal legislation required the adoption of the policies; in general, more districts updated policies between 2011 and 2014 when changes were required and policies were monitored by state education agencies than in the previous period when policy updates were suggested but not required. SDWP often did not meet recommendations for optimal school health. Because they influence the development and implementation of local school district wellness policies, changes to federal and state policies and practices offer opportunities to improve the daily environments of school children. This study demonstrates that clear and definitive legislative language is required to encourage positive change in SDWP.

Children in Mississippi have the highest rate of obesity among all other states. The outcome of this epidemic presents an increase in poor health. To address the problems associated with overweight and obesity among children, schools in the U.S. were required to develop school wellness policies. School principals were identified as key individuals in overseeing the development and implementation of the policies. Existing research studies show a strong relationship or association between student health and academic achievement. The purpose of this research study was to investigate elementary school principals' perceptions related to the implementation of school wellness policies. The study sought to examine principals' perceptions regarding physical activity, child nutrition, health education, and general beliefs about school health policy implementation. A web-based survey was sent to 670 elementary school principals with 123 (18%) responding. The majority of the respondents were White females who had served four or more years as principals, had average enrollments of 500 students at their schools, and had school ratings of successful or high performing. Positive weak correlations were found to exist between school accountability ratings and principals' beliefs that physical activity promotes improved test scores and that physical activity and healthful nutrition promote increased school attendance. Positive weak correlations were also found between school accountability ratings and principals' beliefs that physical activity, child nutrition, and health education promote improved classroom behavior.

Having coordinated the revision of a wellness policy at a local school district, the researcher observed the transition from a template-based to a locally developed policy. In this thesis, stakeholder participation, successes, and challenges of the revision process were analyzed; the quality of the policies were quantitatively compared using standardized tools WellSAT-96 and WellSAT; and an assessment plan was developed for the district. Challenges included disagreement among stakeholders and limiting policy focus, while successes included increased awareness and creation of an ongoing committee. Quantitative analysis of the policies revealed that the revised policy is of higher quality than the original in terms of language strength and comprehensiveness of goals. The assessment plan includes an annual survey of school principals, measurement of indicators, a list of wellness activities, and a report comparing the model policy to the revised policy. Recommendations were made regarding future policy revision. The intent of this work was to provide support to a local district implementing its wellness policy, as well as to provide a useful resource to other districts undergoing policy revision.

Book excerpt: This study examined the extent of local implementation of student wellness policies in Virginia as mandated by the federal Children Nutrition and WIC Reauthorization Act. Using a nonexperimental quantitative design, this study evaluated the content of Virginia school division wellness policies and wellness policy implementation from the perspective of principals in elementary schools. The comprehensiveness and strength of the wellness policies were evaluated using the School Wellness Policy Evaluation tool. Quantitative data were collected from elementary school principals via a survey based on the components of the Governor0́9s Nutrition and Physical Activity Scorecard. Descriptive statistics, analysis of variance, and t-tests were conducted for the wellness policy dataset. Results indicated statistically significant difference in the mean scores for strength of wellness policies written by large school divisions and for school divisions located in cities. Further analysis of differences for practical meaning suggests that school division size and location influences wellness policy strength. There were no statistically significant differences in the policies based on free and reduced lunch qualification of students. Descriptive statistics and analysis of variance on survey responses found no statistically significant differences for wellness policy implementation based on school size, geographic location, or free and reduced qualifications. An examination of the combined data from the content analysis and wellness policy implementation suggests a relationship between written policy and practice. Wellness policy standards written with strong clarifying language were most often implemented in the elementary schools. Nutritional school meal standards and physical activity standards were implemented to a greater extent than other wellness standards. The standard for minimum nutritional standards for other foods and beverages outside of the school meal program and the standard for communication and promotion of wellness were not implemented as often. Evaluation standards were included in the wellness policies but implementation of this standard was not investigated in wellness policy implementation. Based on the findings, it is suggested wellness policy implementation could be extended by strengthening the standards for communication and promotion and other foods and beverages. Recommendations for continued research on wellness policy implementation include designing studies to directly address the correlation between the content of individual school division policies and wellness policy implementation. Further study is also recommended to link student health and wellness data to wellness policy implementation.
