Book excerpt: Using PIAT Math test score as a measure of attainment, we find that both single mothers' work and welfare use in the first five years of their children's lives have a positive effect on children's outcomes, but this effect declines with initial ability. The higher the initial ability of a child, the lower the positive impact work and welfare have. In fact, in the case of welfare the effect is negative if a child has more than median initial ability. Furthermore, we find that the work requirement reduces a single mother's use of welfare. However, the net effect of the work requirement on a child's test score depends on whether the mother's work brings in enough labor income to compensate for the loss of welfare benefits. We also look at the implications of the welfare eligibility time limit and maternal leave policies on children's outcomes.

Book excerpt: I investigate the impact of early childhood exposure to the 1990s welfare reform on short and long-run outcomes among those likely to be affected by changes to Aid to Families with Dependent Children and Temporary Assistance for Needy Families program rules. Using two supplements of the Panel Study of Income Dynamics, I estimate a triple-difference model and show that these affected children perform better on reading achievement tests. Following the same children through age 28, I find that they are more likely to have completed college and be married. The effects are stronger for women than men, particularly in childhood.

Book excerpt: This study investigates effects of welfare reform in the U.S., a major policy shift that increased employment of low-income mothers and reliance on their own earnings instead of cash assistance through the welfare system, on the quality of the home environments they provide for their preschool-age children. Using empirical methods designed to identify plausibly causal effects, we estimate effects of welfare reform on validated survey and observational measures of maternal behaviors that support children's cognitive skills and emotional adjustment and material goods that parents purchase to stimulate their children's skill development. The results suggest that welfare reform did not affect the amount of time and material resources mothers devoted to cognitively stimulating activities with their young children but was significantly associated with approximately 0.3-0.4 standard deviation lower scores on provision of emotional support, with stronger effects for mothers with low human capital. The findings provide evidence that maternal work incentives as implemented by welfare reform came at a cost to children in the form of lower quality parenting and underscore the importance of considering quality, and not just quantity, in assessing the effects of maternal work incentive policies on parenting and children's home environments.

Using administrative records and individual survey data spanning the early 1990s to the mid 2000s, we find large positive effects of welfare reform: income gaps in school enrollment and drop-out rates narrow by more than 20 percent. Although low-income children experience significant and growing relative gains following welfare reform, there are no relative gains before welfare reform. These findings are robust to changing the definitions of the income groups and to controlling for contemporaneous economic and policy changes.

Although the immediate effects on adult labor supply and family income have been studied extensively, this paper is the first to evaluate the long-run effects on children's well-being. Using a decade of national math achievement data and controlling for contemporaneous changes in education policy and environment, we associate welfare reform with relative test score improvements for low-income students. Greater gains occur in states with larger initial welfare caseloads and larger caseload reductions.
