Available in PDF, EPUB and Kindle. Book excerpt: Policing Welfare Fraud charts and interrogates the suite of measures ostensibly designed to combat welfare fraud and non-compliance. In Australia, which serves as the empirical focus of this book, these strategies include stringent ID checks, pre-emptive data surveillance technologies including the infamous and illegal ‘robodebt’ programme, a dedicated fraud hotline and an ‘intelligence-led’ fraud investigation framework. Drawing on original documentary and interview data, including interviews with fraud investigators, this book unpacks the logics that underpin these anti-fraud initiatives with a focus on how these initiatives are imbued with logics and practices more readily associated with the criminal justice system. The central argument of the book is that the emergence of contemporary welfare compliance regimes represents a form of ‘governing through fraud’ in which the threat of welfare fraud has effectively necessitated a regime of criminalisation within the welfare state. This has been enabled by a broader process of neoliberal welfare reform, which has cast suspicion over all welfare use. The overall effect of this regime is to restrict access to social security, punish welfare recipients and stigmatise welfare use. Policing Welfare Fraud also highlights points of contradiction and multiplicity in the enactment of specific welfare compliance initiatives, including attempts by welfare officials to moderate or reformulate these strategies ‘on the ground’. These findings demonstrate that the criminalisation of welfare is neither uniform nor inexorable, and that more progressive welfare reform is possible. An accessible and compelling read, this book will appeal to students and scholars of criminology, sociology, politics and those interested in the policing of welfare recipients.

Available in PDF, EPUB and Kindle. Book excerpt: Criminalizing women has become all too frequent in these neo-liberal times. Meanwhile, poverty, racism, and misogyny continue to frame criminalized women’s lives. Criminalizing Women introduces readers to the key issues addressed by feminists engaged in criminology research over the past four decades. Chapters explore how narratives that construct women as errant females, prostitutes, street gang associates and symbols of moral corruption mask the connections between women’s restricted choices and the conditions of their lives. The book shows how women have been surveilled, disciplined, managed, corrected, and punished, and it considers the feminist strategies that have been used to address the impact of imprisonment and to draw attention to the systemic abuses against poor and racialized women. In addition to updating material in the introductions and substantive chapters, this second edition includes new contributions that consider the media representations of missing and murdered women in Vancouver’s Downtown Eastside, the gendered impact of video surveillance technologies (CCTV), the role of therapeutic interventions in the death of Ashley Smith, the progressive potential of the Inside/Out Prison Exchange Program, and the use of music and video as decolonizing strategies.

Book excerpt: Constructing Crime examines why particular behaviours are defined and enforced as crimes and particular individuals are targeted as criminals. Contributors interrogate notions of crime, processes of criminalization, and the deployment of the concept of crime in five areas the enforcement of fraud against welfare recipients and physicians, the enforcement of laws against Aboriginal harvesting practices, the perceptions of disorder in public housing projects, and the selective criminalization of gambling. These case studies and an afterword by Marie-Andre Bertrand challenge us to consider just who is rendered criminal and why.

Available in PDF, EPUB and Kindle. Book excerpt: Child Protection Systems is a comparative study of the social policies and professional practices that frame societal responses to the problems of child maltreatment in ten countries: USA, Canada, England, Sweden, Denmark, Finland, Belgium, the Netherlands, Germany and Norway. Focusing on the developments in policy and practice since the mid-1990s, this volume provides a detailed, up-to-date analysis of the similarities and differences in how child protection systems operate and their outcomes. The findings highlight the changing criteria that define child maltreatment, trends in out-of-home placement, professional responses to allegations of maltreatment, and the level of state responsibility for child and family welfare, providing an in-depth understanding of the different ways modern welfare states assume the sensitive responsibility of balancing children's rights and parents' rights. The changing character of child protection systems worldwide reflects dramatic and rapid organizational, policy, and legislative changes; the expansion of child welfare systems; the rise of formal procedures and evidence-based initiatives; the increased challenges posed by race and ethnicity; and the extent to which countries adopt either a child protection or a family service approach to child abuse. Each chapter analyzes these developments and the directions in which they are heading, such as movements toward privatization and devolution of child welfare service delivery. Against this backdrop, a third approach begins to emerge-a child-focused orientation-that aims to promote and improve children's development and well-being. A vital book for understanding contemporary trends and policy issues in the design of child protection systems, this will be must reading for comparative scholars of child welfare, family policy, and the welfare state.
