Die Folge sind offensichtliche Defizite in der Partizipationspraxis, die teilweise „eine enorme Kluft zwischen Anspruch und Wirklichkeit“ erkennen lassen. Im Rahmen der vorliegenden theoretischen Abhandlung werde ich deshalb folgender Fragestellungen nachgehen: Worauf genau begründet sich der Anspruch, Kinder und Jugendliche im Praxisfeld der Offenen Kinder- und Jugendarbeit aktiv zu beteiligen? Inwieweit werden die Einrichtungen der Offenen Kinder- und Jugendarbeit den Anforderungen bzw. gesetzlichen Grundlagen und Zielsetzungen von Partizipation gerecht und an welche Grenzen und Herausforderungen stoßen sie in der Praxis? Welche Faktoren und Voraussetzungen müssen gewährleistet sein, um Partizipation erfolgreich durchzuführen und zu verankern? Eine allgemeine Begriffsklärung, bildet den Einstieg zur Beantwortung der aufgeführten Fragestellungen. Anschließend möchte ich zunächst die verschiedenen Forderungen und Anspruchsgrundlagen aufzeigen, die Partizipation von Kindern und Jugendlichen in der OKJA begründen. Nach einer allgemeinen Darstellung der Rahmenbedingungen, Charakteristik sowie der konzeptionellen Grundmuster und Leitlinien der Offenen Arbeit, werde ich im weiteren Verlauf der Arbeit (aufgrund meines eigenen beruflichen Hintergrunds) speziell auf Kindereinrichtungen eingehen, die mit Schulkindern bis zu 13 Jahren arbeiten. Die darauffolgenden Ausführungen, bezüglich der bestehenden Bandbreite der aktuellen Partizipationslandschaft, in Verbindung mit den gegenwärtigen Blockaden und Herausforderungen, soll die Partizipationswirklichkeit in der Offenen Arbeit mit Kindern veranschaulichen. Anhand der bis dahin aufgezeigten theoretischen und praktischen Erkenntnisse, geht es abschließend darum herauszustellen, welche Faktoren und Voraussetzungen für eine erfolgreiche Partizipation im pädagogischen Alltag der Offenen Kindereinrichtungen von Bedeutung sind.

Mit den Beschlüssen der UN-Kinderrechtskonventionen im Jahr 1989 fanden zahlreiche Bemühungen statt, die Beteiligungsmöglichkeiten von Kindern und Jugendlichen zu verbessern. Auch die 2006 beschlossenen Empfehlungen des UN-Ausschusses für die Rechte der Kinder, welche ein weiteres Beispiel für die große internationale Bedeutung des Themas sind, setzen sich ebenfalls mit der Frage auseinander, wie die Beteiligungsrechte von Kindern umgesetzt werden können. Es lässt sich feststellen, dass in immer mehr Ländern Bemühungen unternommen werden, die Partizipation von Kindern und Jugendlichen zu fördern. Vor allem in den 2000er Jahren fanden immer wieder Diskurse rund um die Beteiligung unterschiedlicher Gruppen statt, deren gesellschaftliche Integration unterstützt werden soll. Dabei ging es unter anderem um ältere Menschen, Migranten, aber auch Kinder und Jugendliche. Es scheint, dass sich die allgemeine Grundeinstellung in der Haltung zu Heranwachsenden verändert hat. So haben bereichernde Erfahrungen in der Praxis, strukturelle Veränderungen bis hin zu einer selbstverständlichen Beteiligungskultur der jungen Menschen ihren Beitrag dazu geleistet. Kinder gelten demnach nicht länger als „unvollständige Erwachsene“, sondern werden viel mehr für ihre Interessen, eigenen Fähigkeiten und Deutungsmuster wertgeschätzt. Diese veränderte Wahrnehmung von Kindern und Jugendlichen als vollwertige Handlungssubjekte spiegelt sich auch zunehmend in der Festschreibung ihrer Rechte wider, sei es auf nationaler oder internationaler Ebene. Die Offene Kinder- und Jugendarbeit ist ein sozialpädagogisches Handlungsfeld, welches die Partizipation von Kindern und Jugendlichen zu seinen Grundprinzipien zählt und indem die aktive Mitgestaltung von Heranwachsenden ausdrücklich erwünscht ist. Daher stellt sich gerade dieser Bereich als besonders geeignet dar, um die Beteiligung und Teilhabe von jungen Menschen ideal zu fördern. Die vorliegende Masterarbeit verfolgt daher das Ziel, die Partizipation in den Jugendfreizeiteinrichtungen der OKJA zu erforschen.

The major debates in language acquisition theory today focus not on whether there are some sensitivities to syntactic information but rather which sensitivities are available to children and how they might be translated into the organizing principles that get syntactic learning off the ground. The Origins of Grammar presents a synthesis of work done by the authors, who have pioneered one of the most important methodological advances in language learning in the past decade: the intermodal preferential looking paradigm, which can be used to assess lexical and syntactic knowledge in children as young as 13 months. In addition to drawing together their groundbreaking empirical work, the authors use these results to describe a theory of language learning that emphasizes the role of multiple cues and forces in development. They show how infants shift their reliance on different aspects of the linguistic input, moving from a bias to attend to prosodic information to a reliance on semantic information, and finally to a reliance on the syntax itself. Viewing language acquisition as the product of a biased learner who takes advantage of the information available from a variety of sources in his or her environment, The Origins of Grammar provides a new way of thinking about the process of language comprehension. The analysis borrows insights from theories about the development of mental models, models of early cognitive development and systems theory, and is presented in a way that will be accessible to cognitive and developmental psychologists.
