Bei geänderten Rahmenbedingungen können sich die Kommunen nicht sicher sein, dass die Unternehmen an ihren alten Standorten noch optimale Bedingungen vorfinden. Betriebserweiterungen werden andernorts vorgenommen, und im schlimmsten Fall wird der Standort ganz aufgegeben.Aus Sicht der Kommunen gilt es, den Faktoren nachzuspüren, die das Interesse der Unternehmen an einem Standort determinieren. Dabei sind die so genannten weichen Standortfaktoren in den letzten Jahren in das Blickfeld gerückt. Viele Kommunen haben Projekte gestartet, die weichen Faktoren ihrer Gebiete zu verbessern. Das spektakulärste ist das Projekt der Stadt Leipzig, die eine 400 qkm große Seenlandschaft errichtet (ausführlich in diesem Band).
