Available in PDF, EPUB and Kindle. Book excerpt: Weaponising Evidence provides the first analysis of the history of the international law on tobacco control. By relying on a vast set of empirical sources, it analyses the negotiation of the WHO Framework Convention on Tobacco Control (FCTC) and the tobacco control disputes lodged before the WTO and international investment tribunals (Philip Morris v Uruguay and Australia – Plain Packaging). The investigation focuses on two main threads: the instrumental use of international law in the warlike confrontation between the tobacco control advocates and the tobacco industry, and the use of evidence as a weapon in the conflict. The book unveils important lessons on the functioning of international organizations, the role of corporate actors and civil society organizations, and the importance and limits of science in law-making and litigation.

Book excerpt: This highly topical volume presents pioneering research for the purpose of developing a common analytical foundation and framework for the emerging interdisciplinary research field of investment control. Long considered as exceptional measures, restrictions on inward foreign direct investments (FDI) have become ever more common and accepted. This book presents different perspectives on how decision-makers go about the tasks of assessing risks and threats to national security that may be posed by FDI and then balancing those risks and threats against economic interests of parties concerned and society at large.

Book excerpt: This book contains the proceedings from Weaponising Speculation, a two-day conference and exhibition that took place in Dublin in March 2013. Weaponising Speculation was organised by D.U.S.T. (Dublin Unit for Speculative Thought) and aimed to be an exploration of the various expressions of DIY theory operative in the elsewheres, the shafts and tunnels of the para-academy. The topics covered all come under the welcoming embrace of speculation, spanning a broad range: from art, philosophy, nature, fiction, and computation to spiders, culinary cosmology, and Oscar the Grouch. The book itself aims to be more than just a collection of essays and catalogue of artworks, but also a documentation of the event as a whole. An object that both those present at the event and those who missed it would want to own - bringing something new to both sets of readers

Available in PDF, EPUB and Kindle. Book excerpt: At first glance, the U.S. decision to escalate the war in Vietnam in the mid-1960s, China's position on North Korea's nuclear program in the late 1990s and early 2000s, and the EU resolution to lift what remained of the arms embargo against Libya in the mid-2000s would appear to share little in common. Yet each of these seemingly unconnected and far-reaching foreign policy decisions resulted at least in part from the exercise of a unique kind of coercion, one predicated on the intentional creation, manipulation, and exploitation of real or threatened mass population movements. In Weapons of Mass Migration, Kelly M. Greenhill offers the first systematic examination of this widely deployed but largely unrecognized instrument of state influence. She shows both how often this unorthodox brand of coercion has been attempted (more than fifty times in the last half century) and how successful it has been (well over half the time). She also tackles the questions of who employs this policy tool, to what ends, and how and why it ever works. Coercers aim to affect target states' behavior by exploiting the existence of competing political interests and groups, Greenhill argues, and by manipulating the costs or risks imposed on target state populations. This "coercion by punishment" strategy can be effected in two ways: the first relies on straightforward threats to overwhelm a target's capacity to accommodate a refugee or migrant influx; the second, on a kind of norms-enhanced political blackmail that exploits the existence of legal and normative commitments to those fleeing violence, persecution, or privation. The theory is further illustrated and tested in a variety of case studies from Europe, East Asia, and North America. To help potential targets better respond to-and protect themselves against-this kind of unconventional predation, Weapons of Mass Migration also offers practicable policy recommendations for scholars, government officials, and anyone concerned about the true victims of this kind of coercion—the displaced themselves.

Book excerpt: This book explores how revolutionary developments and convergence of the chemical, life and associated sciences are impacting contemporary toxin and bioregulator research, and examines the risks of such research being misused for malign purposes. Investigating illustrative cases of dual use research of potential concern in China, India, Iran, Russia, Syria and the USA, the authors discuss how states can ensure such research and related activities are not utilised in weapons development. Although toxins and bioregulators are, in theory, covered by both the Biological and Toxin Weapons Convention and Chemical Weapons Convention, this apparent overlap in reality masks a dangerous regulatory gap – with neither Convention implemented effectively to address threats of weaponisation. This book highlights the potentially damaging consequences for international peace and security, and proposes realistic routes for action by states and the scientific community.

Available in PDF, EPUB and Kindle. Book excerpt: If the nuclear weapons club were to further expand, would Americas democratic allies in Northeast Asia be among the next entrants? Japan, South Korea and Taiwan all have robust civilian nuclear energy programmes that make them virtual nuclear powers according to many analysts. All three once pursued nuclear weapons and all face growing security threats from nuclear-armed adversaries. But will they or rather, under what circumstances might they? This book analyses these past nuclear pursuits and current proliferation drivers. In explaining the nuclear technology that the three now possess, it considers how long it would take each to build a nuclear weapon if such a fateful decision were made. Although nuclear dominoes Northeast Asia cannot be ruled out, the author does not predict such a scenario. Unlike when each previously went down a nuclear path, democracy and a free press now prevail as barriers to building nukes in the basement. Reliance on US defence commitments is a better security alternative -- as long as such guarantees remain credible, an issue that is also assessed. But extended deterrence is not a tight barrier to proliferation of sensitive nuclear technologies. Nuclear hedging by its Northeast Asian partners will challenge Washingtons nuclear diplomacy.

Book excerpt: How globalized information networks can be used for strategic advantage Until recently, globalization was viewed, on balance, as an inherently good thing that would benefit people and societies nearly everywhere. Now there is growing concern that some countries will use their position in globalized networks to gain undue influence over other societies through their dominance of information and financial networks, a concept known as “weaponized interdependence.” In exploring the conditions under which China, Russia, and the United States might be expected to weaponize control of information and manipulate the global economy, the contributors to this volume challenge scholars and practitioners to think differently about foreign economic policy, national security, and statecraft for the twenty-first century. The book addresses such questions as: What areas of the global economy are most vulnerable to unilateral control of information and financial networks? How sustainable is the use of weaponized interdependence? What are the possible responses from targeted actors? And how sustainable is the open global economy if weaponized interdependence becomes a default tool for managing international relations?
