Available in PDF, EPUB and Kindle. Book excerpt: This book explores how revolutionary developments and convergence of the chemical, life and associated sciences are impacting contemporary toxin and bioregulator research, and examines the risks of such research being misused for malign purposes. Investigating illustrative cases of dual use research of potential concern in China, India, Iran, Russia, Syria and the USA, the authors discuss how states can ensure such research and related activities are not utilised in weapons development. Although toxins and bioregulators are, in theory, covered by both the Biological and Toxin Weapons Convention and Chemical Weapons Convention, this apparent overlap in reality masks a dangerous regulatory gap – with neither Convention implemented effectively to address threats of weaponisation. This book highlights the potentially damaging consequences for international peace and security, and proposes realistic routes for action by states and the scientific community.

In this book, experts from both East and West discuss the development of these powerful agents of mass destruction as well as the creation of vaccines against them. Paying particular attention to the provisions of the 1975 Biological Weapons Convention, this study concludes with policy recommendations designed to strengthen the treaty and prevent the future military use of bioscience discoveries.

Book excerpt: Recent revelations about Iraqi and Soviet/Russian biological weapons programs and highly publicized events such as the deployment of anthrax and botulinum by the Aum Shinrikyo sect in Japan have made clear the necessity for addressing the issues of biological warfare and defense. In a comprehensive analysis of this imminent threat to global security, fourteen internationally recognized authorities consider the motivations of governments and terrorist groups seeking to acquire biological weapons; managing the consequences of a biological attack; techniques for weapons development; methods for detection of pathogens and toxins; defense against biological weapons; and international efforts to counter their proliferation.

Book excerpt: Incidents of bioterrorism and biowarfare are likely to recur, leading to increased public concern and government action. The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Just before negotiations foundered, when the Chairman's proposed text was virtually complete, the problems and proposed solutions were examined thoroughly, leading to this book. The book is wide-ranging in its review of the history of biological warfare, the reasons why the current biological revolution is of such concern, and the main features of the BTWC itself. The core of the book examines the key elements of the proposed protocol - declarations, visits, challenge-type investigations, and enhanced international cooperation - and the implications for government, industry and biodefence, giving us all a better understanding of what still remains to be done to avert a biowarfare catastrophe.

Available in PDF, EPUB and Kindle. Book excerpt: The life and chemical sciences are in the midst of a period of rapid and revolutionary transformation that will undoubtedly bring societal benefits but also have potentially malign applications, notably in the development of chemical weapons. Such concerns are exacerbated by the unstable international security environment and the changing nature of armed conflict, which could fuel a desire by certain States to retain and use existing chemical weapons, as well as increase State interest in creating new weapons; whilst a broader range of actors may seek to employ diverse toxic chemicals as improvised weapons. Stark indications of the multi-faceted dangers we face can be seen in the chemical weapons attacks against civilians and combatants in Iraq and Syria, and also in more targeted chemical assassination operations in Malaysia and the UK. Using a multi-disciplinary approach, and drawing upon an international group of experts, this book analyses current and likely near-future advances in relevant science and technology, assessing the risks of their misuse. The book examines the current capabilities, limitations and failures of the existing international arms control and disarmament architecture – notably the Chemical Weapons Convention – in preventing the development and use of chemical weapons. Through the employment of a novel Holistic Arms Control methodology, the authors also look beyond the bounds of such treaties, to explore the full range of international law, international agreements and regulatory mechanisms potentially applicable to weapons employing toxic chemical agents, in order to develop recommendations for more effective routes to combat their proliferation and misuse. A particular emphasis is given to the roles that chemical and life scientists, health professionals and wider informed activist civil society can play in protecting the prohibition against poison and chemical weapons; and in working with States to build effective and responsive measures to ensure that the rapid scientific and technological advances are safeguarded from hostile use and are instead employed for the benefit of us all.

Book excerpt: In the summer of 1997 some twelve lecturers and sixty students met for ten days in Budapest Hungary in a NATO Advanced Studies Institute (ASI) to consider "New Scientific and Technical Aspects of Verification of the Biological and Toxin Weapons Convention". In many ways the meeting was ahead of its time. The Ad Hoc Group was only then about to move to the discussion of a rolling text of the Protocol to the Biological and Toxin Weapons Convention (BTWC). It had been mandated to negotiate the Protocol by the Special Conference which had considered the work of the VEREX process that had taken place following the 1991 Third Review Conference of the Convention. Now, in late 1999, after much further negotiation of the text of the Protocol we are moving towards the endgame of the negotiations. Nevertheless, the scientific and technical issues discussed in the ASI in Hungary continue to be of direct relevance to the verification of the Convention and will continue to be relevant as the eventual Protocol moves from agreement through a Preparatory Commission stage and into full implementation over the next several years. The papers in this volume are much as they were presented in Budapest both in order of presentation and in content. They were designed by the ASI co-directors, Professor Graham Pearson and Ambassador Tibor Toth (Chairman of the Ad Hoc Group) to provide an integrated overview and in-depth analysis of the issues at stake.

Book excerpt: This interdisciplinary book analyzes the origins of biological warfare planning and preparation up to the end of World War II. In the period between the world wars, growing understanding of the propagation of disease lead to the fear that potential enemies might be developing biological weapons, with several countries ultimately developing major biological warfare programs during World War II. The relevance of these programs to contemporary concerns is addressed and sheds light on arguments for adoption of a verification protocol to strengthen the 1972 Biological and Toxin Weapons Convention.

Book excerpt: This report offers a summary of the substantive presentations during an international workshop, Trends in Science and Technology Relevant to the Biological and Toxin Weapons Convention, held October 31 - November 3, 2010 at the Institute of Biophysics of the Chinese Academy of Sciences. It is meant to provide scientists and other technical experts with factual information about the range and variety of topics discussed at the workshop, which may be of interest to national governments and non-governmental organizations as they begin to prepare for the 7th Review Conference of the Biological and Toxin Weapons Convention (BWC) in 2011. The Beijing workshop reflected the continuing engagement by national academies international scientific organizations, and individual scientists and engineers in considering the biosecurity implications of developments in the life sciences and assessing trends in science and technology (S&T) relevant to nonproliferation. The workshop provided an opportunity for the scientific community to discuss the implications of relevant developments in S&T for multiple aspects of the BWC. Trends in Science and Technology Relevant to the Biological and Toxin Weapons Convention follows the structure of the plenary sessions at the workshop. It begins with introductory material about the BWC and current examples of the types and modes of science advice available to the BWC and other international nonproliferation and disarmament agreements, in particular the Chemical Weapons Convention (CWC). This report includes only a very brief description of the some of the post-presentation discussions held during the plenary sessions - and does not include an account of the small breakout groups - since these were intended to inform the committee's finding and conclusions and will be reflected in the final report.
