Book excerpt: Today there is great interest in managing wetland resources from a watershed standpoint or landscape perspective. Wetland managers need information on a variety of topics including the location and type of existing wetlands, wetland functions, potential wetland restoration sites, and the overall condition of natural habitat in the watershed. The U.S. Fish and Wildlife Service's National Wetlands Inventory Program has developed products that expand the use of its conventional maps and digital products to aid in resource management. The Delaware Department of Natural Resources and Environmental Control (DNREC) is attempting to reduce nonpoint source pollution impacts in the Nanticoke watershed and wanted the above information for the Delaware portion of the Nanticoke River watershed. This information would be used to help improve water quality and management and conservation of fish and wildlife habitat in wetlands, streams, riparian areas, and uplands in Delaware. Similar work has recently been completed for the Maryland portion of the watershed (Tiner et al. 2000). In the future, both efforts may be combined into a single report.

Available in PDF, EPUB and Kindle. Book excerpt: Wetland and Stream Rapid Assessments: Development, Validation, and Application describes the scientific and environmental policy background for rapid wetland and stream assessments, how such assessment methods are developed and statistically verified, and how they can be used in environmental decision-making—including wetland and stream permitting. In addition, it provides several case studies of method development and use in various parts of the world. Readers will find guidance on developing and testing such methods, along with examples of how these methods have been used in various programs across North America. Rapid wetland and stream functional assessments are becoming frequently used methods in federal, state and local environmental permitting programs in North America. Many governments are interested in developing new methods or improving existing methods for their own jurisdictions. This book provides an ideal guide to these initiatives. Offers guidance for the use and evaluation of rapid assessments to developers and users of these methods, as well as students of wetland and stream quality Contains contributions from sources who are successful in academia, industry and government, bringing credibility and relevance to the content Includes a statistically-based approach to testing the validity of the rapid method, which is very important to the usefulness and defensibility of assessment methods

Book excerpt: The states of Delaware and Maryland are cooperating to investigate and evaluate wetlands of the Nanticoke River watershed. They are collecting data on reference wetlands to gain information on wetland functions and levels of performance for evaluating impacts to presentday wetlands and to develop a watershed-based strategy for wetland conservation and restoration. The U.S. Fish and Wildlife Service is assisting the states in several ways. Roughly two years ago, the states provided funds to the U.S. Fish and Wildlife Service to expand the current National Wetlands Inventory (NWI) digital data to include hydrogeomorphic-type descriptors (i.e., landscape position, landform, and water flow path) to all mapped wetlands and to use these data to produce a preliminary assessment of wetland functions for the watershed. The results of this analysis were published in two watershed-based reports on the Nanticoke wetlands, one for Maryland and the other for Delaware (Tiner et al. 2000, 2001).

Book excerpt: Recognizing the importance of wetland protection, the Bush administration in 1988 endorsed the goal of "no net loss" of wetlands. Specifically, it directed that filling of wetlands should be avoided, and minimized when it cannot be avoided. When filling is permitted, compensatory mitigation must be undertaken; that is, wetlands must be restored, created, enhanced, and, in exceptional cases, preserved, to replace the permitted loss of wetland area and function, such as water quality improvement within the watershed. After more than a dozen years, the national commitment to "no net loss" of wetlands has been evaluated. This new book explores the adequacy of science and technology for replacing wetland function and the effectiveness of the federal program of compensatory mitigation in accomplishing the nation's goal of clean water. It examines the regulatory framework for permitting wetland filling and requiring mitigation, compares the mitigation institutions that are in use, and addresses the problems that agencies face in ensuring sustainability of mitigated wetlands over the long term. Gleaning lessons from the mixed results of mitigation efforts to date, the book offers 10 practical guidelines for establishing and monitoring mitigated wetlands. It also recommends that federal, state, and local agencies undertake specific institutional reforms. This book will be important to anyone seeking a comprehensive understanding of the "no net loss" issue: policy makers, regulators, environmental scientists, educators, and wetland advocates.

Book excerpt: This is a preliminary evaluation of the status of the science of wetland creation and restoration in the United States. It contains a series of regional reviews. Each review summarizes wetland creation and restoration experiences in broadly defined wetland regions (e.g. Pacific coastal wetlands, wooded wetlands of the Southeast). It also includes a series of theme papers, covering a wide range of topics of general application to wetland creation and restoration (hydrology, management techniques, planning).
