Book excerpt: Since its establishment as a policy research institute in 1990, the Institute for In- grated Development Studies (IIDS) has been engaged in promoting public awa- ness and understanding of issues of national importance by undertaking studies and research on contemporary themes. It has been disseminating findings of its studies to policymakers in the public and private sectors and ultimately to the public at large. Water resources is one of the areas of strong public interest in Nepal. It is cons- ered a potent engine of economic growth. Its optimal use is dependent on, among other things, the cooperation among the riparian countries, especially India and Bangladesh. Water resources development is one of the subjects in which the Ins- tute has been engaged since its beginning by undertaking studies through national professionals and joint studies on the water resources of the Ganges, Brahmaputra and Meghna river basins with policy research institutes from India and Bangladesh. In order to help policymakers to develop long-term perspectives of the need for cooperation for optimal use of water available in the tributaries of the Ganges, the Institute was involved in a major track-two exercise for over five years during the 1990s. The Institute has been undertaking a series of exercises in the form of p- lication and dissemination of study findings in the field since the early 1990‘s. In that series, this book is the latest one and is published in collaboration with Springer Science + Business Media BV, Dordrecht, The Netherlands.

The involvement of the public water delivery system has created a highly fragmented water-supply system and the troubled records of the private water vendors indicate to the fact that both public and private water delivery systems encounter significant 'governance failures' in attempting to extend urban water supply to the low income households especially in the slum areas. For the urban poor, the scarcity of potable water is a daily hardship which is accentuated in a heterogeneous society where crisis leads to marginalization, deprivations and conflicts. To achieve safe and adequate water for all, critical examination, reform or even replacement of the existing models is necessary to correctly respond to the failure of both conventional government and private sector models to satisfactorily 'provide water for all'.

However, only an estimated 15 billion cubic meters (BCM) of the 225 BCM water available annually is utilized for economic and social purposes. Several elements have contributed to this low rate of utilization, including Nepal's rugged geography, inadequate institutional capacity, a history of prolonged political instability, and highly skewed seasonality - more than 80 percent of the precipitation in a year falls within a span of four months. For sustained economic growth and poverty reduction, and to enhance shared prosperity, Nepal must increase its investments in water-related infrastructure and institutions and improve the effectiveness of these investments. Although there is much to be done to harness this vital resource, it is important to broaden the development focus and integrate hydropower in a larger water resource management strategy. This strategy will ensure that water is available for basic and economic needs - even through the dry season - as a core component of Nepal's overall development plan. Given Nepal's development context and challenges, this document aims to analyze the most pressing sector challenges and identify strategic sector priorities that are aligned with the country's partnership framework. It offers a snapshot of water in Nepal's development story and situates the water sector in the broader context of the national economy, highlighting the importance of managing water resources for sustained economic growth and poverty reduction. It then presents five pressing sector-related challenges and concludes with a set of priority areas.

These are linked to nine mountain priorities for the mountains and people of the HKH consistent with the Sustainable Development Goals. This book is a must-read for policy makers, academics and students interested in this important region and an essentially important resource for contributors to global assessments such as the IPCC reports.
