The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.

This region is faced with adverse conditions, as much of the land is too dry or rugged for farming. Additionally, the rich specific and intraspecific diversity of fruit trees and medicinal plants is threatened by overgrazing, oil and mineral extraction, and poaching. Countless species from the approximately 20 ecosystems and 6000 plant taxa are now rare and endangered. Traditional vegetation studies in this region are far from adequate to handle complex issues such as soil mass movement, soil sodicity and salinity, biodiversity conservation, and grazing management. However, data analysis using a Geographical Information System (GIS) tool provides new insights into the vegetation of this region and opens up new opportunities for long-term sustainable management. While vegetation planning can occur at a property scale, it is often necessary for certain factors, such as salinity, to be dealt with on a regional scale to ensure their effective management. GIS increases the effectiveness and accuracy of vegetation planning in a region. Such regional planning will also greatly increases biodiversity values. This book systematically explores these issues and discuses new applications and approaches for overcoming these issues, including the application of GIS techniques for sustainable management and planning. Since independence in 1991, these countries have undergone transitions from being centrally planned economies to market-oriented systems, which did not include the creation of agricultural extension systems. This paper provides information on the current status of the agricultural extension systems in CA with special reference to Kyrgyzstan, Tajikistan and Uzbekistan. We reviewed the existing extension strategies, donor- and state-driven initiatives to revitalize the agricultural extension systems, informal linkages that nongovernmental organizations play in helping a limited number of farmers, and provided recommendations on ways to further improve the agricultural extension services in CA. The information related to each country was analyzed separately. This is because, after independence, each republic in CA had initiated their agricultural reforms with specific objectives and has now established their unique agricultural systems that differ contextually. However, due to having the same history and agricultural system that existed during the Soviet times, we tried to give a historical perspective to the unified agricultural extension system that existed before independence.
