Book excerpt: This report explores the theory and practice of Adaptive Water Management (AWM) based on a detailed field study in the Lower Bhavani Project (LBP) in the South Indian state of Tamil Nadu. A five-step framework is used to analyze the extent to which AWM is practiced and how it could be improved. The analysis shows that the LBP system has increasingly fulfilled the criteria of a complex adaptive system over the years. The main uncertainty factor, rainfall variability, has been considered in a stepwise way during the system change cycles and has been included in the LBP system design. The study shows that in spite of contending with an imperfect irrigation system design and intense competition for water resources, water resource managers and farmers are able to adapt and continue to reap benefits from a productive agricultural system.

This book was released on 2020-06-29 with total page 133 pages. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive volume explores the interface between politics and policy making in the water management sector of India. The authors discuss the nature of the political discourse on water management in India, and what characterizes this discourse. They also explore how this discourse has influenced the process of framing water related policies in India, particularly through the ‘academics-bureaucrat-politician’ nexus and the growing influence of the civil society groups on policy makers, which are the defining feature of this process, and which have produced certain policy outcomes that are not supported by sufficient scientific evidence. The book reveals that the social and management sciences, despite being increasingly relevant in contemporary water management, are unable to impress upon traditional, engineer-dominated water administration to seek solutions to complex water problems owing to a lack of interdisciplinary perspective in their research. The authors also examine the current deadlock in undertaking sectoral reforms due to existing water policies not being honoured. This collection includes several research studies which suggest legal, institutional policy alternatives for addressing the problems in areas such as irrigation, rural and urban water supply, flood control and adaptation to climate variability and change. It was originally published as a special issue of the International Journal of Water Resources Development.

Available in PDF, EPUB and Kindle. Book excerpt: This cluster of books presents innovative and nuanced knowledge on water resources, based on detailed case studies from South Asia—India, Bangladesh, Bhutan, Nepal, Pakistan, and Sri Lanka. In providing comprehensive analyses of the existing economic, demographic and ideological contexts in which water policies are framed and implemented, the volumes argue for alternative, informed and integrated approaches towards efficient management and equitable distribution of water. These also explore the globalization of water governance in the region, particularly in relation to new paradigms of neoliberalism, civil society participation, integrated water resource management (IWRM), public–private partnerships, privatization, and gender mainstreaming. These volumes will be indispensable for scholars and students of development studies, environmental studies, natural resource management, governance and public administration, particularly those working on water resources in South Asia. They will also be useful for policymakers and governmental and non-governmental organizations.

This book was released on 2008-11-11 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: Droughts have formed an inseparable part of South Asian history and culture, with tragic consequences for a region that houses the greatest number of the world’s poor. However, this volume challenges the popular conception of drought, which is presented as an absolute shortage-scarcity with respect to an implicit understanding of the sufficiency of water. It highlights the fact that while available water supplies may be a given quantum, droughts are differentially experienced, politically inspired and socially constituted. It emphasises that the relative water scarcity needs to be appreciated, and argues that water scarcity means different things for diverse constituencies of water users. Policy prescriptions based on definitional premises will be flawed, as a misrepresentation of drought as merely water scarcity serves a political agenda. The editors and contributors of this volume critically evaluate the concept of drought, the way it is defined, its origin/derivation, and the purposes/interests it serves. This book is broadly divided into three major sections: the thematic section, country overviews, and case studies. Through these, it attempts to: - Understand the concept of drought. - Map diversity in drought situations across South Asia. - Identify responses to drought. - Outline viable options for more integrated approaches to drought policies and mitigation strategies. - Initiate a process of dialogue on a more comprehensive public policy for drought management. Comprehensive, thought-provoking, informative, and featuring new research data, this collection will provide policy makers and professionals with the opportunity to discuss and debate policies for sustainable livelihood support systems and drought management. It would also be an invaluable source of information for students and teachers working in the fields of Water and Natural Resource Management, Environmental Planning, Agricultural Economics, Rural Development, Public Policy and Public Administration.

It provides a framework to help governments design effective water management programs.Countries can tailor the framework to suit their needs. The study describes key policy goals that each country program should adopt. It discusses ways to make industry control pollution and conserve water. It suggests means of making water more accessible and sewage collection and treatment more efficient.Practical ways to modernize irrigation techniques and hydropower systems, to protect ecosystems, minimize resettlement, and maintain biodiversity are outlined. Low-cost methods of providing drinking water for the rural poor and water for industry and agriculture are recommended. The study also recommends institutional and regulatory reforms that use incentives to promote more efficient water use and services, employ new water conservation technology, and let communities join in water management. The study describes the conditions that would affect World Bank lending to individual countries. It reviews the water management problems that would get urgent consideration. It also examines how Bank support is affected by a country's commitment to sound water management.

Available in PDF, EPUB and Kindle. Book excerpt: The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes. Integrating Water Resources Management develops guidelines for interdisciplinary methods to assess and implement IWRM assesses the transferability of case study results enhances the dialogue between decision-makers, stakeholders and scientists disseminates data and information to stakeholders to promote participatory planning and integrated decision-making, taking adequate account of the rights of poor people and gender roles More information about the book can be found on the Water Wiki in an article written by the author here: http://www.iwawaterwiki.org/xwiki/bin/view/Articles/IntegratingWaterResourcesManagement

This book was released on 2020-11-29 with total page 269 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an ecosystem perspective in addressing the water resource management issues in the South Asian region. It argues that aspects such as sources of water, its distribution and users; land–water interrelations; drivers of change such as laws, policies and institutions; management of issues and technologies related to water supply; institutional set-up; economic instruments such as pricing, taxes, subsidies; and economics of ecosystem services are crucial. Climate changes, melting of glaciers and polar ice caps, rising sea level and the increased frequency of extreme events, have to be factored into integrated management of water resources. This book addresses some of these major issues related to aquatic ecosystems and focuses on three major aspects: (a) concepts related to ecosystems, ecosystem services and their linkages with water; (b) human impacts on ecosystems, particularly the aquatic ecosystems, and their assessment; and (c) the management, including policy, governance and economics. Comprising new theories, research and case studies, the book will be useful those concerned with water resource management – professionals, students and researchers.
