In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. Part of the water supplied to this area is consumed by the irrigated crop; the remainder of the supplied water drains to the groundwater basin, to downstream depressions, or back to the rivers. During its use, however, this drained part of the water accumulates salts and chemicals. The disposal of this polluted water causes a variety of (environmental) problems. If the percentage consumed water of the total water supply to an irrigated area (the so-called overall consumed ratio) can be increased, less water needs to be drained. This alleviates part of the related (environmental) problems. Further, if the overall consumed ratio for the above 7. 5 million hectare is improved, less water needs to be diverted from the rivers. Hence, more water can flow towards the Aral Sea. As mentioned above, part of the non-consumed irrigation water drains to the groundwater basin. Commonly, the natural discharge capacity of this basin is insufficient to handle this imported water. As a result, the groundwater table rises towards the land surface causing waterlogging. In (semi-)arid zones this waterlogging triggers a soil salinity problem resulting to a significant reduction in crop yields. The artificial increase of the discharge capacity, and lowering of the groundwater table, solves the soil salinity problem.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. Our performance metric relies on assessments, over time, of actual performance, counterfactual performance, and optimal performance. The metric is of practical relevance as a diagnostic tool for policy evaluation. Thus it provides a starting point for policy improvement. To demonstrate the empirical relevance of this methodology we examine international water management in the Naryn/Syr Darya basin, a major international river system in Central Asia. The emphasis is on the Toktogul reservoir, the main reservoir in the Naryn/Syr Darya basin, and its downstream effects. The biggest policy challenge in this case has been to design and implement international trade-offs among water releases for upstream hydropower production in winter and water releases for downstream irrigation in summer. We find that the international regime in place since 1998 is characterized by low average performance and high variability.

In short, scarcity is manufactured through political processes and institutions (...). ” (United Nations Human Development Report 2006: 3) Water scarcity, water crisis, water wars – since the beginning of the 1990s these terms have appeared again and again in scientific debates, political strategies, and media reports. Water is perceived as a scarce resource that needs efficient management in order to satisfy all needs and to prevent violent conflicts over its distribution. Considerable research has been devoted to this topic. In this research, water is commonly referred to as a common pool resource: a n- excludable public good with rivalry in terms of consumption. Hence, research has long focused on collective action problems in managing this common pool resource (e. g. Ostrom 1990, 1992). In recent years, anthropological and sociological scholars in particular have criticized that in these studies the complexity of water, its embeddedness in a wider cultural and social c- text, and the role of power have been neglected. Water is different from other natural - sources in some important aspects: its mobility, its variability, and its multiplicity (Mehta 2006: 2f; Linton 2006: [10]). Mobility makes ownership claims difficult: Water moves, transcending state borders, not fixed like other resources. Variability refers to the fact that its availability varies temporarily, depending on weather conditions.
