The undertakings in this application pertain to a barge landing site and to certain gathering pipeline, gathering pipeline travel lane and winter access road watercourse crossings. These undertakings will be required to construct and operate the Mackenzie gas project (the project) in the Inuvialuit Settlement Region (ISR). The proposed developments, and other activities within the ISR, are defined as follows: [1] ISR developments: land and water use activities that pertain to the gathering pipeline segments, pipeline appurtenances and facilities, borrow sites and other infrastructure that will be required in the ISR on Crown and private land for the project. [2] ISR gathering pipeline watercourse crossings: land and water use activities that pertain to constructing the Niglintgak, Parsons Lake, Taglu and Storm Hills laterals (the gathering pipelines) across watercourses five or more metres wide at the ordinary high water mark. [3] ISR travel lane watercourse crossings: land and water activities that pertain to constructing a travel lane for the gathering pipelines across watercourses five or more metres wide at the ordinary high water mark. [4] ISR winter access road watercourse crossings: land water use activities that pertain to constructing winter access roads, including shooflies, across watercourses five or more metres wide at the ordinary high water mark. [5] ISR barge landing development: land and water user activities that pertain to modifying and maintaining an existing barge landing site at Swimming Point. This application covers an initial five year term and is part of a suite of applications that are being submitted to various regulatory agencies in support of the project. ... In addition to the applications, an environmental impact statement (EIS) has been filed with the Joint Review Panel (JRP) for the project. The EIS addresses the biophysical and human environment aspects of the project, including activities described in this application. ... For watercourse crossing activities that meet the threshold criteria for a Type B water licence, the activities in this application include installing and maintaining: 23 gathering pipeline watercourse crossings, 23 watercourse crossings for the gathering pipeline travel lanes, 28 watercourse crossings of winter access roads, including shooflies. Watercourse training measures might also be required at certain watercourse crossings and at the Swimming Point barge landing site"--ASTIS [online] database.
