Book excerpt: A theoretical evaluation was conducted to determine the potential degree of water contamination from fallout and to assess the biological hazards associated with the ingestion of water following hypothetical nuclear attack. The appraisal was carried out by applying the assigned fallout model to various levels of nuclear war and by quantitative correlation of all phases of the flow of radioactive fallout in public water supplies. The water supply systems of three cities were selected for the evaluation of water contamination to study the potential hazards and radiobiological effects from the ingestion of fallout contaminated water. The results indicate that water contamination for some cities may be at a substantial level of activity concentration, especially when watershed runoff is included. Direct surface contamination of the reservoirs, excluding any contribution from watershed runoff, resulted in activity concentrations which were lower by a factor from 10 to 100.

Book excerpt: Studies of water contamination from fallout indicated that activity brought into a water supply by surface runoff increases the activity concentration considerably. These studies employed a constant value for the 'runoff coefficient' to estimate the degree of contamination resulting from the soluble fraction of fallout. The report investigates the vulnerability of the water supply systems of the 'Five Cities' to nuclear attack, taking into consideration availability of ground and surface water, effectiveness of treatment plants, and storage capacity. It was found that the fraction of U.S. cities using ground water have previously been overestimated. Data and records indicate clearly that about 80% of the U.S. population and daily water consumption in the U.S. is derived from surface water sources. The report also presents the complete activity deposition program, developed by the authors from the Miller-Brown fallout model and applies it to two test cases, Providence, Rhode Island and San Francisco, California. Also, the report presents a general solution to the problem of the transport of soluble activity in the runoff water. The erosion and transport of insoluble fallout, as well as the uptake of dissolved activity by suspended sediment, are discussed. (Author).

Book excerpt: Methods for obtaining ionization rate contours, fractionation numbers, atom-concentration intensity ratios, and particle size distribution from the Miller fallout model are given. Included are complete computer programs for estimating sublimation pressures, ionization rate contours, and particle size parameters. Graphical integration of activity from fallout over the watersheds serving Houston, Texas and New York City is described. Maximum levels of selected contaminants at the water intake for these cities under most adverse wind conditions were calculated and reported. It is concluded that the contribution of induced radioactivity to the contamination of water supplies would not be significant. Many commercially available instruments of the survey type can be used to detect adequately the presence of substantial concentrations of radioisotopes in water under emergency conditions. For more accurate measurement of such concentrations down to safe levels more sensitive equipment or methods of preconcentration of the samples are needed.
