At the end of fiscal year 1978, the Army reported a $1.7 billion deficiency in war reserve stock fund items, with major deficiencies in clothing and textile items and aviation spare parts. If this deficiency were valid, it would seem to leave the Army unprepared for an armed conflict. However, the reported requirements and deficiencies are overstated because of a number of assumptions and factors, such as: incongruities in logistics planning for war reserve stock fund items; the Army's spare parts requirements which are based on outmoded, maximum delivery times while the flying-hour program is based on rapid delivery of helicopters; deficiencies in the Army's high-priority stocks which are prepositioned for ready mobilization while the Defense Logistics Agency has some of the same types of items in lower priority inventories; and problems with requirements for chemical protective clothing. A recent Secretary of Defense directive limits procurement of war reserve items to satisfy needs for only one-half the days in the total planning scenario period, but the Army includes safety levels and residual force quantities as early mobilization requirements which tends to unnecessarily increase requirements.

Book excerpt: The Air Force's policy for determining wartime spares kits is confusing, incomplete, and inconsistent because of complicated terminology and the lack of dialogue between policy makers and those responsible for implementing the policy. This report defines and interprets the terminology, including such terms as pipeline floors, Direct Support Objectives (DSOs), and confidence levels. It identifies several weaknesses in current computational techniques. Those weaknesses include the failure to define operational requirements (DSOs) in a credible and defensible way across the entire wartime scenario, and the inconsistency in the policy concerning cannibalization. Moreover, the role of the pipeline floor quantities in the computation is documented. Potential improvements that address those weaknesses are also described. These improvements are within the existing capability of the Aircraft Sustainability Model, the core set of computational algorithms used in the Air Force's wartime spares requirements system. In case of mobilization, these stocks must be selected, assembled into units, and transported to the needed area. To improve its readiness posture, AMEDD sought to preassemble stocks into units which could be prepositioned at designated locations. At the Surgeon General's request, PSCC studied a 200-bed combat support hospital which will be tested initially. This report examines the packaging required to protect the 200-bed combat support Medical Unit Self-Contained Transportable (MUST) hospital prepositioned in a field environment for a period of five years. Concluded is that packaging requirements must be developed for the individual components comprising the hospital to effect standardization and to control the item package size and unit pack quantity. The report explores and provides the alternatives available to protect the hospital assemblages in the field environment during the storage period. It also includes the material costs and man-hours required for each alternative including inspection, servicing, and maintaining of the total package consideration. (Author).

Specifically, the Inspector General (IG), Department of Defense (DoD) evaluated the force structure requirements, criteria, and costs, as well as host-nation support roles and their impact on the readiness of U.S. forces in the USPACOM. This is one in a series of reports on the changes to the force structure in USPACOM. The report addresses the readiness of war reserve materiel (WRM) stored at Andersen Air Force Base, Guam. Results show that the 36th Wing did not provide oversight for WRM located at Andersen Air Force Base. Quality assurance evaluators were not assigned to provide oversight of contractor-maintained WRM basic expeditionary airfield resources (BEAR) kits, as required by Air Force Instruction 25-101. "War Reserve Materiel Program Guidance and Procedures," May 2, 1995. As part of the Air Force war reserve materiel, BEAR kits are deployable to any theater of operation to establish airfield facilities and operational support at unimproved air bases for up to 1,100 personnel. BEAR kits include, but are not limited to, lodging, a field kitchen, showers, latrines, offices, shops, and runway matting. Because quality assurance evaluators were not assigned to provide oversight of the BEAR kits, Pacific Air Forces cannot be sure that the contractor-maintained assets are operationally ready to support worldwide military operations. On October 2, 2006, the 36th Wing officials stated that they had appointed quality assurance evaluators to oversee the BEAR kits. Until quality assurance evaluations are performed, the 36th Wing cannot confirm that the contractor-maintained BEAR kits are ready to fulfill operations plan requirements.

As discussed with your offices, we are responding to this mandate with a series of reports based on the current National Military Strategy. In this report, we address the adequacy of spare parts in the Army s war reserve. 3 Specifically, we (1) examine reports on the availability of Army spare parts needed for two major theater wars and (2) evaluate the accuracy of the Army s estimated war reserve requirements for spare parts.
