One proposal to address this problem is to use the Global Positioning System to enable aircraft to fly more closely spaced. This approach, however, might be limited by the wake turbulence problem, which can be a safety hazard when smaller aircraft follow relatively larger aircraft too closely. To examine how this potential hazard might be reduced, Congress in 2005 directed NASA to request a study from the NRC to assess the federal wake turbulence R&D program. This book provides a description of the problem, an assessment of the organizational challenges to addressing wake turbulence, an analysis of the technical challenges in wake turbulence, and a proposal for a wake turbulence program plan. A series of recommendations for addressing the wake turbulence challenge are also given.

Book excerpt: An analysis has been performed on data generated from the two most recent field deployments of the Aircraft Wake Vortex Spacing System (AVOSS). The AVOSS provides reduced aircraft spacing criteria for wake vortex avoidance as compared to the FAA spacing applied under Instrument Flight Rules (IFR). Several field deployments culminating in a system demonstration at Dallas Fort Worth (DFW) International Airport in the summer of 2000 were successful in showing a sound operational concept and the system's potential to provide a significant benefit to airport operations. For DFW, a predicted average throughput increase of 6% was observed. This increase implies 6 or 7 more aircraft on the ground in a one-hour period for DFE operations. Several studies of performacne correlations to system configuration options, and system inputs are also reported. The studies focus on the validation performance of the system.

The training package consists primarily of this document. Additionally, a companion video developed by the Wake Turbulence Training Aid Industry Team is also available. Wake-turbulence accidents and incidents have been, and continue to be, a significant contributor to the worldwide safety statistics. The National Transportation Safety Board (NTSB), in a report on safety issues related to wake-vortex encounters, stated that data shows that between 1983 and 1993, there were at least 51 accidents and incidents in the United States that resulted from probable encounters with wake vortices. As a result of these encounters, 27 occupants were killed, eight were seriously injured, and 40 aircraft were substantially damaged or destroyed. In this report, the NTSB raised concern over "the adequacy of air traffic control procedures" and "pilot knowledge related to the avoidance of wake vortices."

The nature of the interaction depends on both the characteristics of the following aircraft and the characteristics of the wake. Some of the questions to be answered are: What deter mines the full characteristics of the vortex wake? What properties of the following aircraft are important? What is the role of pilot response? How are the wake characteristics related to the genera ting aircraft parameters? How does the wake disintegrate and where? Many of these questions were addressed at this first Aircraft Wake Turbulence Symposium sponsored by the Air Force Office of Sci entific Research and The Boeing Company. Workers engaged in aero dynamic research, airport operations, and instrument development came from several count ries to present their results and exchange information. The new results from the meeting provide a current picture of the state of the knowledge on vortex wakes and their interactions with other aircraft. Phenomena previously regarded as mere curiosities have emerged as important tools for understanding or controlling vortex wakes. The new types of instability occurring within the wake may one day be used for promoting early dis integration of the hazardous twin vortex structure.

A safe separation model can be derived from an encounter hazard model and a vortex decay model. This report presents subsequent developments and applications of such a model which was first developed in the early 1980s. A static encounter hazard model is coupled with a decay model based on sodar measurements of vortex decay. The separation standards and procedures used from 1976 to 1994 are assumed to be safe based on the absence of IFR accidents. Various versions of the model are used to assess how aircraft should be classified and to evaluate the safety of a possible four-class aircraft separation system. Recommendations are made for ways of improving the safe separation models.

A digital computer simulation was developed to study the response of an aircraft flying into a trailing vortex wake. The simulation includes the complete six degree of freedom equations of motion, a description of the vortex velocity field, unsteady aerodynamics, and pilot control input. The parameters included the penetration angle, separation distance, aircraft size, and pilot control input. Predicted vortex induced motions are presented for general aviation, business, and light jet transport type aircraft.
