Yet others perceive that they cannot bargain over pay; they regard the posted wage as a take-it-or-leave-it opportunity. Theories of wage formation point to substantial differences in labor-market equilibrium between bargained and posted wages. The fraction of workers hired away from existing jobs is another key determinant of equilibrium, because a worker with an existing job has a better outside option in bargaining than does an unemployed worker. Our survey measures the incidences of wage posting, bargaining, and on-the-job search. We find that about a third of workers had precise information about pay when they first met with their employers, a sign of wage posting. We find that another third bargained over pay before accepting their current jobs. And about 40 percent of workers could have remained on their earlier jobs at the time they accepted their current jobs.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. We surveyed a representative sample of U.S. workers to inquire about the wage determination process at the time they were hired into their current or most recent jobs. A third of the respondents reported bargaining over pay before accepting their current jobs. About a third of workers had precise information about pay when they first met with their employers, a sign of wage posting. About 40 percent of workers could have remained on their earlier jobs at the time they accepted their current jobs, indicating a more favorable bargaining position than is held by unemployed job-seekers. Our analysis of the distribution of wages shows that wage dispersion is higher among workers who bargained for their wages. Wages are higher among bargainers than non-bargainers, after adjusting for the differing compositions of the groups. Our results on wages give substantial support to the job-ladder model--workers who had the option to remain at their earlier jobs when they took their current jobs can earn higher wages than those without that option -- National Bureau of Economic Research web site.

That’s what sociologist Jessi Streib proposes in The Accidental Equalizer, a conclusion she reaches after interviewing dozens of hiring agents and job-seeking graduates. Streib finds that luck shapes the hiring process from start to finish in a way that limits class privilege in the job market. Employers hide information about how to get ahead and force students to guess which jobs pay the most and how best to obtain them. Without clear routes to success, graduates from all class backgrounds face the same odds at high pay. The Accidental Equalizer is a frank appraisal of how this “luckocracy” works and its implications for the future of higher education and the middle class. Although this system is far from eliminating American inequality, Streib shows that it may just be the best opportunity structure we have—for better and for worse.

These markets can be represented as a network where the buyers and sellers are the nodes and weighted edges represent potential gains from trade between buyer-seller pairs. In these networked markets the structure of the network will affect who trades with whom and the terms of these trades. In particular, agents' alternative trading opportunities might provide outside options for them. In Chapter 2 I identify a parsimonious mapping from the network structure into market outcomes that captures these intuitions and is stable insofar as no buyer-seller pair could do better by instead trading with each other. In many instances networked markets are formed endogenously through investments that enable trade. In the remainder of Chapter 2 I explore such investments when they are directed. For example, two countries might build a pipeline to enable them to trade natural gas. In Chapter 3 I consider undirected investments in search, where the set of the possible trading opportunities that are discovered, and can subsequently be utilized, depends on the search efforts of the agents. For example, workers and firms might exert effort searching for each other in the labor market. This dissertation explores the nature and size of inefficiencies in these trade enabling investments.
