Les dernières données montrent que la détérioration a ralenti, mais il reste 256 millions de personnes souffrant de la faim en Afrique aujourd’hui. Le rapport indique en outre que, bien que de nombreux pays africains progressent dans la réduction de la malnutrition, les progrès sont trop lents pour atteindre les six objectifs nutritionnels clés, qui font partie du cadre de suivi des Objectifs de développement durable (ODD) et des Objectifs mondiaux en matière de nutrition de l’Assemblée mondiale de la Santé. L’insécurité alimentaire s’est accrue en Afrique ces dernières années et le continent n’est pas en bonne voie d’éliminer la faim d’ici 2030. Les ralentissements économiques qui ont contribué à la sous-alimentation croissante en 2014-2018 ont été le résultat de la chute des prix des produits de base. Des nombreux outils politiques efficaces sont disponibles. Les pays doivent élaborer des politiques et investir pour parvenir à une économie plus diversifiée et réaliser une transformation structurelle inclusive. Toutefois, une croissance économique ne suffit pas: la réduction des inégalités, y compris les inégalités spatiales et entre les sexes, est essentielle pour renforcer la résilience des ménages, ouvrir la voie à une croissance inclusive, réduire l’insécurité alimentaire et s’attaquer à la formes multiples de malnutrition.

En Afrique subsaharienne, le nombre de personnes souffrant de la sous-alimentation est passé de 200 millions en 2015 à 224 millions en 2016. Dans de nombreux pays, la dégradation de la situation en 2015 et 2016 pourrait être attribuée à des conditions climatiques défavorables, souvent liées au phénomène météorologique El Niño, qui a entraîné de mauvaises récoltes et la perte de bétail. Les conflits – qui surviennent parfois en même temps que des sécheresses ou des inondations – contribuent aussi à l’insécurité alimentaire grave dans beaucoup de pays. La baisse des prix des produits de base et les conditions économiques mondiales difficiles ont contribué à l’agravation de la situation de sécurité alimentaire. La tendance inquiétante en matière de sous-alimentation ne se reflète pas encore dans la série d’indicateurs se rapportant aux résultats nutritionnels dans la région, avec la prévalence de retard de croissance et de l’émaciation chez les enfants de moins de 5 ans qui continue à diminuer progressivement. Cependant, les progrès réalisés ont été insuffisants en matière des cibles mondiales de nutrition de l’Assemblée mondiale de la Santé (AMS). Même si un nombre relativement considérable de pays sont en passe d’atteindre la cible de l’AMS en matière de surpoids chez les enfants, les taux d’obésité chez les adultes sont en hausse dans toutes les sous-régions et particulièrement en Afrique australe. Le rapport montre également que dans l’ensemble, des pays ont développé et développent encore des cadres politiques et des plans d’investissement qui sont alignés, ou qu’on cherche à aligner, sur les objectifs de la Déclaration de Malabo et l’ODD 2. Par le biais du PDDAA, les processus politiques sont rendus cohérents et cette initiative a rehaussé le profil de l’agriculture et fortement influencé la politique agricole aux niveaux régional et national. Cependant, les tendances inquiétantes en matière de sous-alimentation soulignent la nécessité d’intensifier les efforts dans le but d’atteindre l’ODD 2 à l’horizon 2030. La partie thématique du rapport se concentre sur le lien entre les conflits et la sécurité alimentaire et la nutrition. Non seulement les conflits deviennent de plus en plus une cause importante de l’insécurité alimentaire et de la malnutrition, mais l’insécurité alimentaire et la malnutrition peuvent également contribuer à la multiplication des conflits. Aborder les causes de conflit et soutenir la sécurité alimentaire et les moyens de subsistance peut contribuer à renforcer la résilience face aux conflits et au maintien de la paix.

The FAO/INFOODS Food Composition Table for Western Africa (WAFCT 2019) is an update of the West African Food Composition Table of 2012, which lacked some important components, foods and recipes. WAFCT 2019 contains almost three times as many food entries and double the number of components, with increased overall data quality. Many of the data points from WAFCT 2012 have been replaced with better data – mostly analytical data from Africa, with a special emphasis on Western Africa. These improvements are essential to understanding the nutrient composition of foods in the region and to promoting their appropriate use. WAFCT 2019 is the result of four years of collaboration among INFOODS network researchers in Africa and the Nutrition and Food Systems Division of FAO, and was developed as part of the International Dietary Data Expansion (INDDEX) Project, implemented by Tufts University’s Gerald J. and Dorothy R. Friedman School of Nutrition Science and Policy, with funding from the Bill & Melinda Gates Foundation. These new data from WAFCT 2019 will support further research towards an expanded and improved evidence base and will support better, more informed decisions and effective policies and programmes for improved nutrition in Africa.

In Benin, governmental development policies and programmes in crop farming are changing power relations between herders and farmers to favour the latter. How are the Fulani pastoralists responding to these threats to their existence? Georges Djohy explores the dynamics in local use of natural resources and in inter-ethnic relations resulting from development interventions. He combines the approaches of science and technology studies – looking at the co-construction of society and technology – and political ecology – looking at the power relations shaping the dynamics of economic, environmental and social change – so as to throw light on the forces of marginalisation, adaptation and innovation at work in northern Benin. Having worked there for many years, Djohy has been able to uncover gradual processes of socio-technological change that are happening “behind the scenes” of agricultural development involving mechanisation, herbicide use, tree planting, land registration and natural resource conservation. He reveals how farmers are using these interventions as “weapons” in order to gain more rights over larger areas of land, in other words, to support indigenous land grabbing from herders who had been using the land since decades for grazing. He documents how the Fulani are innovating to ensure their survival, e.g. by using new technologies for transport and communication, developing new strategies of livestock feeding and herd movement, and developing complementary sources of household income. The Fulani are organising themselves from local to national level to provide technological and socio-cultural services, manage conflicts and gain a stronger political voice, e.g. to be able to achieve demarcation of corridors for moving livestock through cultivated areas. They even use non-functioning mini-dairies – another example of development intervention – to demonstrate their modernity and to open up other opportunities to transform their pastoral systems. This book provides insights into normally hidden technical and social dynamics that are unexpected outcomes of development interventions.
