Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Do they fulfill the functions that any stable and effective democracy might expect of them, or are they little more than moribund anachronisms, relics of a past age of political life, now superseded by other mechanisms of linkage between state and society? These are the central questions which this book aims to address through a rigorous comparative analysis of political parties operating in the world's advanced industrial democracies. Drawing on the expertise of an impressive team of internationally known specialists, the book engages systematically with the evidence to show that, while a degree of popular cynicism towards them is often chronic, though rarely acute, parties have adapted and survived as organizations, remodelling themselves to the needs of an era in which patterns of linkage and communication with social groups have been transformed. This has enabled them to remain central to democratic systems, especially in respect of the political functions of governance, recruitment and, albeit more problematically, interest aggregation. On the other hand, the challenges they face in respect of interest articulation, communication and participation have pushed parties into more marginal roles within Western political systems. The implications of these findings for democracy depend on the observer's normative and theoretical perspectives. Those who understand democracy primarily in terms of popular choice and control in public affairs will probably see parties as continuing to play a central role, while those who place greater store by the more demanding criteria of optimizing interests and instilling civic orientations among citizens are far more likely to be fundamentally critical. It inquires into the extent to which, and how, globalization affects the political attitudes and behaviour of ordinary citizens and the policies of political parties. Chapters discuss to what extent globalization affects the salience of left-right politics, the content of party programmes and promises, leadership evaluations, economic voting, electoral accountability, the influence of religion in politics, electoral turnout, political efficacy, satisfaction with democracy, and the quality of democracy. It primarily draws on data from the Comparative Study of Electoral Systems (CSES), made up of three modules of election surveys from 44 countries and 107 elections. The Comparative Study of Electoral Systems (CSES) is a collaborative program of research among election study teams from around the world. Participating countries include a common module of survey questions in their post-election studies. The resulting data are deposited along with voting, demographic, district, and macro variables. The studies are then merged into a single, free, public dataset for use in comparative study and cross-level analysis. The set of volumes in this series is based on these CSES modules, and the volumes address the key theoretical issues and empirical debates in the study of elections and representative democracy. Some of the volumes will be organized around the theoretical issues raised by a particular module, while others will be thematic in their focus. Taken together, these volumes will provide a rigorous and ongoing contribution to understanding the expansion and consolidation of democracy in the twenty-first century.
