Elections assesses the history and development of five building blocks of the Canadian electoral regime: the franchise, electoral districts, voter registration, election machinery, and plurality voting. Arguing that on balance the Canadian electoral system is truly democratic, John Courtney demonstrates its vast improvements over the years. The right to vote is now generously interpreted. The process of redrawing electoral districts is no longer in the hands of elected officials. Voter registration lists include all but a small share of eligible voters. And those who manage and supervise elections on behalf of all citizens are honest and trustworthy officials. In the 2004 federal election in Canada, the Liberal Party narrowly clung to power after a volatile and bitter battle with the new Conservative Party. In 2006, the Conservative Party won a fragile victory, replacing the scandal-ridden Liberal government. In the 2000 American presidential election, Republican George W. Bush became the first candidate in over 100 years to capture the presidency without a majority popular vote. Four years later, Bush finally attained a narrow popular mandate but only after a hard fought campaign. Then, in 2006, the Republicans suffered a stunning reversal of political fortune, losing control of both Houses of Congress, as public opinion turned massively against the president. In Making Political Choices: Canada and the United States, Harold Clarke, Allan Kornberg, and Thomas Scotto employ a wealth of new survey data to describe these elections and evaluate competing theories of party support and voter turnout. Is estrangement, rather than unhappiness, becoming a feature of the Canadian electorate? This apparent tendency poses a significant challenge to legislators. The ability of our democratic institutions to reverse it may determine their future. The most troubling feature of the June 2, 1997 general election was what appears to be the beginning of a decreasing trend in electoral participation in federal elections, from an average of over 75% for many years to 70% in 1993 and 67% in 1997. This occurs during a period when considerable improvements to increase participation have been adopted. The "simple act" of voting, which was long reserved for those wealthy enough to own land or pay taxes, has now become a right of citizenship enjoyed by practically all Canadians eighteen and over.
