Book excerpt: A study examined outcomes for graduates and module completers who studied in associate diploma, diploma, and advanced diploma courses, using data from the 1999 Student Outcomes Survey, together with focus groups in Sydney, Melbourne, and Adelaide. One aim was to determine whether module completers had different training needs than graduates; another was to examine whether some module completers undertake the course merely to complete certain modules. A literature review found little research specifically focused on outcomes for diploma level students. Analysis indicated module completers and graduates had similar characteristics, with similar field of study profiles and similar employment outcomes; module completers were twice as likely to report they did not achieve their main reason for undertaking the study; while both graduates and module completers were primarily motivated to study for vocational reasons, module completers were more likely to be study for reasons related to their current job; training-related reasons accounted for about one-third of the main reasons for module completers not continuing to study; and graduates were more likely to want either to get a job or to change their job. Like elsewhere, the impetuses for these reforms are directed to generating a more industry-responsive, locally-accountable and competence-based vocational education system. Each wave of reforms, however, has had particular emphases, and directed to achieve particular policy outcomes. Yet, they are more than mere versions of what had or is occurring elsewhere. They are shaped by specific national imperatives, sentiments and localised concerns. Consequently, whilst this book elaborate what constitutes the contemporary provision of vocational education in the Netherlands also addresses a broader concern of how vocational education systems become formed, manifested within nation states, and then are transformed through particular imperatives, institutional arrangement and localised factors.
