Book excerpt: After the devastating disaster caused by the tsunami on 26 December 2004, disaster mitigation and rehabilitation have become some of the most pressing topics for discussion in geotechnical engineering and related professions. Some of the most important contributions to this discussion were made during the International Conference on Geotechnical Engineering for Disaster Mitigation and Rehabilitation, the first of its kind held in the Asia-Pacific region. It was organized by the Joint Working Group on Geotechnical Engineering for Disaster Mitigation and Rehabilitation (JWG-DMR), which is supported by national geotechnical societies from Australia, China, India, Indonesia, Japan, South Korea, Southeast Asia (comprising Malaysia, Singapore, Taiwan and Thailand) and Sri Lanka.Disaster management encompasses diverse topics such as natural disasters (tsunamis, earthquakes, landslides, etc.), mitigation (early warning and prediction systems, hazard mapping, risk analysis, coastal protection works, etc.), rehabilitation and reconstruction (difficult soils and ground treatment, design against earthquakes and other natural disasters, etc.), and many others, including soil dynamics, liquefaction, stability, and environmental protection. This volume contains over 100 high quality papers contributed by authors from participating countries, including keynote and invited lectures delivered by eminent researchers and practitioners. The proceedings will benefit the geotechnical profession as a whole, in particular those who are involved in disaster prevention, mitigation, rehabilitation and reconstruction works. In addition, the contributions will add impetus to research and development in this important domain: the long-term goal is to mitigate the unacceptable magnitude of destruction and the number of human lives lost such as in the recent 2004 tsunami tragedy.

Book excerpt: This book is the second in a series that examines how geographic information te- nologies (GIT) are being implemented to improve our understanding of a variety of hazard and disaster situations. The main types of technologies covered under the umbrella of GIT, as used in this volume, are geographic information systems, remote sensing (not including ground-penetrating or underwater systems), and global po- tioning systems. Our focus is on urban areas, broadly de ned in order to encompass rapidly growing and densely populated areas that may not be considered “urban” in the conventional sense. The material presented here is also unabashedly applied – our goal is to provide GIT tools to those seeking more ef cient ways to respond to, recover from, mitigate, prevent, and/or model hazard and disaster events in urban settings. Therefore, this book was created not only with our colleagues in the academic world in mind, but also for hazards professionals and practitioners. We also believe graduate students will nd the material presented here of interest, as may upper division undergraduate students.

Planners wrestle with this question daily as they strive to bring a community's vision of itself to life, in all its complexity. Here is an authoritative and accessible guide to a tool that combines 3-D visualization, data analysis and scenario building to let planners and citizens see the future impacts of a plan or development. The Planners Guide to CommunityViz is the first book to explain how to support planning projects with CommunityViz, GIS-based software that planners around the world are using to help decision-makers, professionals, and the public visualize, analyze, and communicate about development proposals, future growth patterns, and the outcome of particular plans or developments. It shows the planner which tools and techniques to use and how to use them for maximum effectiveness on planning projects large and small. Full of practical examples and case studies, the book shows how CommunityViz can enliven the comprehensive planning process from visioning, to public participation, to values mapping, to build-out analysis. Chapters show how to use CommunityViz to analyze zoning regulations, calculate the costs of community services, and evaluate development proposals requiring design review. In addition, it is applicable to transportation planning, natural-resource planning, land-development suitability assessment, and urban economic development analysis.

Book excerpt: Measuring Vulnerability to Natural Hazards presents a broad range of current approaches to measuring vulnerability. It provides a comprehensive overview of different concepts at the global, regional, national, and local levels, and explores various schools of thought. More than 40 distinguished academics and practitioners analyse quantitative and qualitative approaches, and examine their strengths and limitations. This book contains concrete experiences and examples from Africa, Asia, the Americas and Europe to illustrate the theoretical analyses. The authors provide answers to some of the key questions on how to measure vulnerability and they draw attention to issues with insufficient coverage, such as the environmental and institutional dimensions of vulnerability and methods to combine different methodologies. This book is a unique compilation of state-of-the-art vulnerability assessment and is essential reading for academics, students, policy makers, practitioners, and anybody else interested in understanding the fundamentals of measuring vulnerability. It is a critical review that provides important conclusions which can serve as an orientation for future research towards more disaster resilient communities.

Available in PDF, EPUB and Kindle. Book excerpt: The United States will certainly be subject to damaging earthquakes in the future. Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.

This book was released on 2003-12-07 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Network for Earthquake Engineering Simulation (NEES), administered by the National Science Foundation (NSF), is scheduled to become operational in 2004. These network sites will perform a range of experiments to test and validate complex computer models being developed to simulate the behavior of structures subjected to earthquakes. To assist in this effort, the NSF requested the National Research Council(NRC) to frame the major questions to be addressed by and to develop a long-term research agenda for NEES. Preventing Earthquake Disasters presents an overview of the grand challenge including six critical research problems making up that challenge. The report also provides an assessment of earthquake engineering research issues and the role of information technology in that research effort, and a research plan for NEES.
