This volume brings together analyses and recommendations on EU-India security relations in the fields of: (i) maritime security and freedom of navigation; (ii) cyber security and data protection; (iii) space policy and satellite navigation; (iv) defence cooperation. The chapters have been written by a select pan-European and Indian group of experts tasked by the Rome-based Istituto Affari Internazionali (IAI) and the Mumbai-based Gateway House (GH) in the framework of the EU-India Think Tank Twinning Initiative – a public diplomacy project aimed at connecting research institutions in Europe and India funded by the EU. The book provides the reader with original research and innovative insights into how to move forward EU-India relations. It will be essential reading for scholars and policy makers interested in the subject.

Book excerpt: Countries that have sustained rapid growth over decades have typically had a strong public commitment to expanding education as well as to improving learning outcomes. South Asian countries have made considerable progress in expanding access to primary and secondary schooling, with countries having achieved near-universal enrollment of the primary-school-age cohort (ages 6†“11), except for Afghanistan and Pakistan. Secondary enrollment shows an upward trend as well. Beyond school, many more people have access to skilling opportunities and higher education today. Although governments have consistently pursued policies to expand access, a prominent feature of the region has been the role played by nonstate actors—private nonprofit and forprofit entities—in expanding access at every level of education. Though learning levels remain low, countries in the region have shown a strong commitment to improving learning. All countries in South Asia have taken the first step, which is to assess learning outcomes regularly. Since 2010, there has been a rapid increase in the number of large-scale student learning assessments conducted in the region. But to use the findings of these assessments to improve schooling, countries must build their capacity to design assessments and analyze and use findings to inform policy.

Tamils, whether of Indian origin or ethnic, had been at the centre of this turmoil. While the question of citizenship for the Tamils of Indian origin was resolved, the problem of ethnic Tamils continues to be intractable. India has between the contradictory pulls of sovereignty of Sri Lanka and demand for Eelam of the Tamils. India's involvement in brokering an honourable solution had an adverse impact on the ethnic problem in that it raised Tamil expectations and proportionately their intransigence. In a momentous development of events India's induction of her armed forces led to her entering into an armed conflict with the very people, whom she sought to protect. In the end, Indian intervention proved self-defeating and she came out of the Island battered and frustrated. It also brought home to India succinctly the limitations of interventionist policies in today's world.

This book was released on 2011-06-16 with total page 631 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tantrasangraha, composed by the renowned Kerala astronomer Nīlakantha Somayājī (c.1444-1545 AD) ranks along with Āryabhatīya of Āryabhata and Siddhāntaśiromani of Bhāskarācārya as one of the major works which significantly influenced further work on astronomy in India. One of the distinguishing features is the introduction of a major revision of the traditional Indian planetary model. Nīlakantha arrived at a unified theory of planetary latitudes and a better formulation of the equation of centre for the interior planets (Mercury and Venus) than was previously available. In preparing the translation and explanatory notes, K. Ramasubramanian and M. S. Sriram have used authentic Sanskrit editions of Tantrasangraha by Surand Kunjan Pillai and K V Sarma. All verses have been translated into English, which have been supplemented with detailed explanations including all necessary mathematical relations, illustrative examples, figures and tables using modern mathematical notation.
