Book Synopsis Advanced DUI Investigation by : Daniel J. Haggin
Download or read book Advanced DUI Investigation written by Daniel J. Haggin and published by Charles C Thomas Publisher. This book was released on 2005 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: This all inclusive reference book deals with all aspects of DUI/DWI and is aimed exclusively towards the investigation of driving under the influence of alcohol and/or drugs. It addresses the subject matter thoroughly and is geared toward the experienced police officer actively involved in DUI/DWI detection and arrest. The book can be carried in a patrol car as a ready reference or be used in the classroom. All of the necessary information needed to professionally investigate incidents of impaired driving, prepare a comprehensive report and then be able to testify as an expert in a court of law is provided. It goes into detail in explaining the intricacies of why a person becomes intoxicated, why the Horizontal Gaze Nystagmus Field Test is a valuable and valid psycho-motor or field test, and it also provides a step by step approach to extrapolating blood alcohol content. The central nervous system of the human being is explained in a manner that is easily understood by the average person, connecting the how and why the CNS is affected and therefore how this impairment manifests itself as a drunk driver as opposed to a drunk pedestrian. The manual also contains sections dealing with alcohol, depressant and stimulant drugs, which are critical to the proper understanding of the observable effects of drugs and alcohol. Also included are instructional objectives for each section, section quizzes and a comprehensive final exam. It will not only help to increase the confidence level of those everyday working street cops who must make decisions about whether to arrest or not arrest on any given impaired or intoxicated driver situation, but it will also provide the basis for the street cop to excel in this field of law enforcement and prepare themselves as an expert in the detection and arrest of DUI drivers.

Book Synopsis Implementation Plan for Combating the Drug-impaired Driver by : Jack D. Jernigan
Download or read book Implementation Plan for Combating the Drug-impaired Driver written by Jack D. Jernigan and published by . This book was released on 1988 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: Beginning on April 1, 1988, the Commonwealth of Virginia's revised drug-impaired driving statute went into effect. It defines the drug-impaired driver as one who is under the influence to a degree that impairs his or her ability to drive safely. The revision to the law also permits a police officer to request that a suspect submit to a blood test for drugs either before or after a blood .or breath test for alcohol has been administered. Although the result of the drug test will not establish that a suspect was under the influence of drugs, it will provide corroborating evidence to a police officer's evaluation of a suspect's impairment. In anticipation of the implementation of this law, a task force of local, state, and federal officials was called, together to facilitate its effective implementation. In particular, the task force was challenged to develop a strategy by which traffic safety would be enhanced through the revised statute. This implementation plan was developed by the Research Council for, and in-cooperation with, the task force. Enforcement, prosecution, adjudication, and treatment as well as public information and education are all addressed in the plan. The special emphasis that will be placed on enhanced sobriety-testing and a pilot drug recognition technician program are anticipated to uncover an effective way to detect the drug-impaired driver.

This book was released on 2004 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Highway Traffic Safety Administration (NHTSA) developed an assessment process that gives States an opportunity to conduct a review of their efforts to control impaired driving by an outside team of nationally recognized experts. Each assessment examines a State's overall program and presents recommendations to improve or enhance it. NHTSA reviewed 38 State assessment reports and found 2,982 individual recommendations, including 852 that were identified as priority recommendations by the teams. Most of the recommendations fit into 10 thematic areas: (1) increasing deterrence by prioritizing enforcement efforts and enhancing the arrest, prosecution, and adjudication process; (2) improving public information and education efforts related to prevention and deterrence; (3) remedying problems involving DUI data and records (reporting requirements, offender tracking systems, data linkages, uniform traffic citations); (4) enacting new laws or revising existing laws aimed at increasing the deterrence and/or prevention of DUI; (5) enhancing training for law enforcement, prosecution, and judicial personnel; (6) evaluating programs and activities to combat impaired driving; (7) providing sufficient resources for treatment and rehabilitation; (8) improving inter/intra-governmental coordination and cooperation; (9) providing funding (including self-sufficiency) to provide for adequate resources (personnel, equipment); and (10) developing or increasing task forces and/or community involvement.
