The report is based on the presentations and deliberations of a workshop convened in January 2002, at the request of Congress, to develop a detailed research agenda on violence against women. While some of the research recommendations in the earlier report have been funded and carried out, the workshop demonstrated that important gaps remain. For example, prevalence and incidence data are still inadequate to measure trends or to reveal whether interventions being designed under federal programs are, in fact, working. Among its primary recommendations, the committee underscored the importance of strengthening the data and research infrastructure in this area, especially the need for better prevalence data and longitudinal data to determine the causes of violent victimization of women and the impact of interventions.

In the years to come, the bombings, shootings, kidnappings and bank robberies of the Red Army Faction (RAF) and Movement 2nd June dominated newspaper headlines and polarized legislative debates. Half of the terrorists declaring war on the West German state were women who understood their violent political actions to be part of their liberation from restrictive gender norms. As women participating in a brand of systematic violence usually associated with masculinity, they presented a cultural paradox, and their political decisions were viewed as gender transgressions by the state, the public, and even the burgeoning women’s movement, which considered violence as patriarchal and unfeminist. Death in the Shape of a Young Girl questions this separation of political violence from feminist politics and offers a new understanding of left-wing female terrorists’ actions as feminist practices that challenged existing gender ideologies. Starting in the 1970s, feminists in West and then East Berlin campaigned against domestic violence as a key issue of women's inequality. They exposed the harmful gender norms that left women unprotected and vulnerable to abuse in the home and called for this to change. Indeed, domestic violence has been one of the issues most effectively addressed by the women's movement in Germany. Since the first shelter opened in West Berlin in 1976, women's shelters have spread throughout the country, and today up to 45,000 women a year turn to emergency housing in Germany, with many more accessing helplines and crisis centres. Situating domestic violence activism within a broader history of feminism in post-war Germany, Feminist Transformations traces the evolution of this movement both across political division and reunification and from grassroots campaign to established, professionalised social service. In doing so, it brings the histories of feminism in East and West Berlin together for the first time and explores how feminism successfully changed women's rights in Germany. But it also asks what popular and political support for domestic violence activism has meant for feminism and the advancement of women's rights more broadly. Examining the trajectory of feminism in Germany, Jane Freeland reveals the limitations of gender equality as advancements in women's rights were often built on the reassertion of patriarchal gender roles.

It shows that while some newspapers cover violence against women with investigative reports and editorials that use feminist analysis and language, these are overshadowed by the large number of individual reports that reproduce narratives of terror and conceal the gendered nature of violence against women by suggesting that “delinquents,” “gangs,” “unknown men,” and inexplicably violent husbands are the main culprits, while simultaneously upholding dichotomous gendered narratives of “good” and “bad” wives and daughters.
