Book excerpt: Based on the results of the Bertelsmann Transformation Index 2006 (BTI), this study challenges widespread assumptions and stereotypes about the nature of political violence. It reminds us that religious extremism, while on the rise, accounts for only a small fracture of armed conflict in the world. Moreover, Western countries' preoccupation with transnational terrorism is misleading, as most political violence has been and remains local in its origin and its area of activity. Study results call for a factual and more differentiated assessment of the threats posed by militants and extremists. If political violence and terrorism are still predominantly home-grown, the multitude of local causes, such as socioeconomic grievances or state weakness, should receive more attention. In any comprehensive effort to foster stability, political institutions will have to play the pivotal role. This insightful analysis is linked directly to the broader results of the BTI 2006, which highlight the major democratic deficiencies in 119 development and transformation countries. It underlines the importance of supporting democratic institutions and good governance in international efforts to combat terrorism.

The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities. Book excerpt: In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.

It is based on frontline research that includes interviews with Jihadist leaders, mid-ranking commanders, and young sympathizers, as well as former security and intelligence officers and state officials. Additionally, it is also the first book to analyze the particular conditions under which successful de-radicalization can take place. The current literature on Islamist movements attempts to explain two principal issues: their support of violence (radicalization) and their changing attitudes towards democracy and democratization (moderation). However, the reasons behind renouncing (behavioural de-radicalization) and de-legitimizing (ideological de-radicalization) violence have not been evaluated to date. The author provides an in-depth analysis of the de-radicalization processes of the Egyptian Muslim Brothers (1951-73), former allies of al-Qa'ida, such as al-Gama'a al-Islammiyya (Islamic Group of Egypt, 1997-2002) and al-Jihad Organization (2007- present), as well as of Algerian Islamist groups (1997-2000). The book also analyzes cases of de-radicalization failure. The two questions that the book highlights and attempts to answer are Why? and How? For example, why do radical Islamist militants revise their ideologies, strategies and objectives and initiate a de-radicalization process; and what are the necessary conditions behind successful de-radicalization?
