Book excerpt: Violence, both physical and nonphysical, is central to any society, but it is a version of the problem that it claims to solve. This Element examines how states in ancient East Asia, from the late Shang through the end of the Han dynasty, wielded violence to create and display authority, and also how their licit violence was entangled in the 'savage' or 'criminal' violence whose suppression justified their power. The East Asian cases are supplemented through citing comparable Western ones. The themes examined include the emergence of the warrior as a human type, the overlap of hunts and combat (and the overlap between treatments of alien species and alien peoples), sacrifice of both alien captives and 'death attendants' from one's own groups, the impact of military specialization and the increased scale of armies, the emergent ideal of self-sacrifice, and the diverse aspects of violence in the regime of law.

The Element focuses on the evolution of concepts, illness categories, and diagnostic and treatment methodologies evident in the newly discovered material and reveals a side of medical practice not reflected in the canons. It is both traditions of healing, the canons and the currents of local practice revealed by these texts, that influenced the development of East Asian medicine more broadly. The new research emphasises long-distance connectivities and political decentralisation. 'Bronzisation' is discussed as a type of proto-globalisation. In this Element, Mark Hudson examines whether these approaches can also be applied to East Asia. Focusing primarily on Island East Asia, he analyses trade, maritime interactions and warrior culture in a comparative Eurasian framework. He argues that the international division of labour associated with Bronze Age trade provided an important stimulus to the rise of decentralised complexity in regions peripheral to alluvial states. Building on James Scott's work, the concept of the 'barbarian niche' is proposed as a way to model the longue durée of premodern Eurasian history. A region that at the height of the Cold War had accounted for around eighty percent of the world's mass atrocities has experienced such a decline in violence that by 2015 it accounted for less than five percent. This book explains East Asia's 'other' miracle and asks whether it is merely a temporary blip in the historical cycle or the dawning of a new, and more peaceful, era for the region. It argues that the decline of mass atrocities in East Asia resulted from four interconnected factors: the consolidation of states and emergence of responsible sovereigns; the prioritization of economic development through trade; the development of norms and habits of multilateralism, and transformations in the practice of power politics. Particular attention is paid to North Korea and Myanmar, countries whose experience has bucked regional trends largely because these states have not succeeded in consolidating themselves to the point where they no longer depend on violence to survive. Although the region faces several significant future challenges, this book argues that the much reduced incidence of mass atrocities in East Asia is likely to be sustained into the foreseeable future.

Book excerpt: In recent decades, several East Asian nations have undergone democratic transitions accompanied by changes in the balance of power between civilian elites and military leaders. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.

Book excerpt: Taking an inter-disciplinary approach, Spruyt explains the political organization of three non-European international societies from early modernity to the late nineteenth century. The Ottoman, Safavid and Mughal empires; the Sinocentric tributary system; and the Southeast Asian galactic empires, all which differed in key respects from the modern Westphalian state system. In each of these societies, collective beliefs were critical in structuring domestic orders and relations with other polities. These multi-ethnic empires allowed for greater accommodation and heterogeneity in comparison to the homogeneity that is demanded by the modern nation-state. Furthermore, Spruyt examines the encounter between these non-European systems and the West. Contrary to unidirectional descriptions of the encounter, these non-Westphalian polities creatively adapted to Western principles of organization and international conduct. By illuminating the encounter of the West and these Eurasian polities, this book serves to question the popular wisdom of modernity, wherein the Western nation-state is perceived as the desired norm, to be replicated in other polities.
