The issues are first addressed from a theoretical perspective, including peacekeeping in the historical and Canadian contexts, racial-ethnic prejudice, racism in the military, who should be accountable, and what should be accounted for. The issues are then discussed in the context of the actual mission to Somalia, divided in three phases: pre-deployment, including selection and screening, training, and hazing rituals; in-theatre operations, including racial prejudice, use of force, and rules of engagement; and post-deployment, in which accountability issues are examined in more detail. A separate chapter studies the role of the Canadian Airborne Regiment and its mission. Recommendations are made regarding training for peacekeeping, developing policies against racial discrimination, and increasing accountability.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Whitworth contends that there is a fundamental contradiction between portrayals of peacekeeping as altruistic and benign and the militarized masculinity that underpins the group identity of soldiers. Examining evidence from Cambodia and Somalia, she argues that sexual and other crimes can be seen as expressions of a violent hypermasculinity that is congruent with militarized identities, but entirely incongruent with missions aimed at maintaining peace. She also asserts that recent efforts within the UN to address gender issues in peacekeeping operations have failed because they fail to challenge traditional understandings of militaries, conflict, and women. This unsettling critique of UN operations, which also investigates the interplay between gender and racial stereotyping in peacekeeping, has the power to change conventional perceptions, with considerable policy implications.

All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. The protection of civilians, one of the most fundamental norms in the laws of war, appears to have weakened despite almost universal international agreement. Using insights from organizational theory, this book seeks to understand the process between military socialization and unit participation in war crimes. How do militaries train their soldiers in the laws of war? How do they enforce compliance with these laws? Drawing on evidence from the Korean War, the Malayan Emergency, and the Canadian peacekeeping mission in Somalia, the author discovers that military efforts to train soldiers about the laws of war are poor and leadership often sent mixed signals about the importance of compliance. However, units that developed subcultures that embraced these laws and had strong leadership were more likely to comply than those with weak discipline or countercultural norms.
