By request of the National Science Foundation and the National Aeronautics and Space Administration, the National Research Council was convened to provide guidance to the U.S. spectrum managers and policymakers as they prepare for the WRC in order to protect the scientific exploration of the Earth and Universe using the radio spectrum. While the resulting document is targeted at U.S. agencies, representatives of foreign governments and foreign scientific users will find its contents useful as they plan their own WRC positions.

Book excerpt: The World Radiocommunication Conference (WRC) is a meeting of official delegations from over 140 nations and is organized by the International Telecommunication Union (ITU). Delegates meet every few years to negotiate proposals to changes in international radio spectrum regulations; changes that would be enforced by the ITU internationally if approved. Proposals are brought up during a WRC and then negotiated at the next WRC. The time in between each WRC allows for national governments to work internally and with their regional counterparts to develop a consensus position on each proposal. The consensus position can then be presented at the next WRC. Each proposal is referred to as an agenda item and agenda items are specific and propose narrow yet potentially substantial changes to the use of the spectrum that can have significant impact on its users. Most agenda items support the active use of the spectrum, so it is important for vulnerable, passive services to voice their concerns about potentially adverse effects on their operations. Two U.S. passive services, the passive Radio Astronomy Service (RAS) and the Earth Exploration-Satellite Service (EESS), provide scientific observations of the universe and Earth through the use of advanced receiver technology with extreme sensitivity and the employment of complex noise reduction algorithms. Even with such technology, RAS and EESS are seriously adversely affected by what most active services would consider extremely low noise levels. Views of the U.S. NAS and NAE on Agenda Items at Issue at the World Radiocommunication Conference 2015 present the NAS and NAE\'s views on agenda items that affect RAS and EESS. This report includes a list of each agenda item, how it affects the programs, and the committee\'s recommendations.

Book excerpt: On August 8-12, 2010 the National Academy of Engineering (NAE), with funding from the National Science Foundation (NSF), convened the Colloquy on Minority Males in Science, Technology, Engineering, and Mathematics (STEM), following the release of several reports highlighting the educational challenges facing minority males. The NSF recognized the need to gather input from research communities that focus on minority males about how to frame investigations of gender-based factors that impact learning and choice in STEM education (both at the precollege and higher education levels) and the workforce for minority males. There was particular interest in framing a research agenda to study how interactions between minority males and societal and educational systems (both formal and informal) encourage or discourage the young men's interest and persistence in STEM. In addition, NSF hoped to gain community input to inform the parameters of a future NSF research program that could effectively address minority male participation in STEM. The Colloquy was held at the Mt. Washington Conference Center in Baltimore, Maryland, with approximately 40 participants, most of them researchers in education, psychology, sociology, mathematics, and physics. Colloquy on Minority Males in Science, Technology, Engineering, and Mathematics presents a summary of the Colloquy's breakout and plenary discussions, which addressed (a) research questions articulated in the breakout groups together with theories and methodologies to begin to address these questions; and (b) considerations for a potential research solicitation for the NSF, with major areas of inquiry concerning access, participation, and success for minority males in STEM. This report reflects the views of the individuals who participated in the plenary and breakout groups. It has been reviewed in draft form by persons chosen for their diverse perspectives and expertise in accordance with procedures approved by the National Academies' Report Review Committee. The purpose of this independent review is to provide candid and critical comments that will assist the institution in making its published report as sound as possible and to ensure that the report meets institutional standards for quality and objectivity.

Gender roles, family life, the demographic makeup of the nation and the faculty, and the economic stability of higher education all have shifted dramatically over the past generation. In addition, strong current trends in technology, funding, and demographics suggest that change will continue and perhaps even accelerate in academe in the years to come. One central element of academic life has remained essentially unchanged for generations, however: the formal structure of the professorial career. Developed in the mid-nineteenth and early twentieth centuries to suit circumstances quite different from today's, and based on traditions going back even earlier, this customary career path is now a source of strain for both the individuals pursuing it and the institutions where they work. The Arc of the Academic Research Career is the summary of a workshop convened by The Committee on Science, Engineering, and Public Policy in September 2013 to examine major points of strain in academic research careers from the point of view of both the faculty members and the institutions. National experts from a variety of disciplines and institutions discussed practices and strategies already in use on various campuses and identified issues as yet not effectively addressed. This workshop summary addresses the challenges universities face, from nurturing the talent of future faculty members to managing their progress through all the stages of their careers to finding the best use of their skills as their work winds down.

Book excerpt: In October 2005, the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine released a policy report that served as a call to action. The report, Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future observed that "the scientific and technological building blocks critical to the United States economic leadership are eroding at a time when many other nations are gathering strength." The report laid out 20 recommendations in four broad areas - K-12 education, science and engineering research, higher education, and economic and technology policy - and warned that a failure to take action could have dire economic consequences. Rising Above the Gathering Storm sparked intense discussion among policy makers, industrial leaders, and the general public. Five years after the release of the Gathering Storm report, a second report, Rising Above the Gathering Storm, Revisited: Rapidly Approaching Category 5, assessed changes in America's competitive posture. This report concluded that "our nation's outlook has not improved, but rather has worsened" since the Gathering Storm report was released. The report noted examples of other nations that have upgraded their investments in education, technological infrastructure, and innovation systems to a greater extent than has the United States. The ability of the states to drive innovation was the impetus behind a major workshop held in Madison, Wisconsin, on September 20-22, 2011. Titled "Rising Above the Gathering Storm: Developing Regional Innovation Environments," the workshop brought together leaders in education, government, economic development, and industrial innovation to discuss state and regional initiatives to boost competitiveness through science, technology, and innovation. The conference was organized around four major themes: - Revitalizing K-12 Science and Mathematics Education - Strengthening Undergraduate Education in Science and Engineering - Building Effective Partnerships Among Governments, Universities, Companies, and Other Stakeholders - Fostering Regional Technology Development and Entrepreneurship Rising Above the Gathering Storm: Developing Regional Innovation Environments: A Workshop Summary gives an overview of the presentations, observations, and recommendations made during the workshop.
