The plane was on a test flight when it encountered a rare and severe summer thunderstorm. Air traffic control at the American air base Warton recalled the bomber back to the base. When the pilot attempted to abort the landing because of poor visibility and high winds, a downdraft caught the plane and it crashed into the adjacent village of Freckleton. As the B-24 tumbled through the village, destroying three houses and a snack bar, flames erupted from wreckage and engulfed Holy Trinity grade school. Before the fire could be brought under control, the holocaust destroyed an entire generation of children in this village of fewer than 1,000 inhabitants. The village would never be the same. In a compelling account of sorrow, loss, hope and finally rebirth, the book looks at the history of the village, the establishment of the base at Warton, the crash, the funeral of the 61 victims, the official British inquest and the American investigation into the cause of the crash. The post mortem examination population above was taken from 687 pilot fatalities in general aviation accidents occurring within the United States in 1968. The percent of post mortem examinations obtained in 1968 represents considerable progress in comparison to earlier years. Without an aircrew autopsy, the probable cause almost always consists of a higher proportion of conjecture than is otherwise the case. The full utility of the important data resulting from these examinations is going to depend, however, upon the addition of certain quantitative data to that in the current verbally descriptive protocol almost universally encountered. Government teams rush to investigate, elected officials offer condolences and promise to find the cause, and airlines and plane manufacturers seek to avoid responsibility. Regulations are frequently proposed in response to a particular incident, but meaningful change often does not occur. In The Plane Truth, Roger Cobb and David Primo examine the impact of high-visibility plane crashes on airline transportation policy. Regulation is disjointed and reactive, in part due to extensive media coverage of airline disasters. The authors describe the typical responses of various players—elected officials, investigative agencies, airlines, and the media. While all agree that safety is the primary concern in air travel, failure to agree on a definition of safety leads to policy conflicts. Looking at all airline crashes in the 1990s, the authors examine how particular features of an accident correspond to the level of media attention it receives, as well as how airline disasters affect subsequent actions by the National Transportation Safety Board, Federal Aviation Administration, and others.
