Book excerpt: We seek to bridge some of the existing gaps in knowledge on the costs associated with the intangible impacts of crime. In doing so, we present results from the first stated preference study of crime risks in the United Kingdom as well as the first such study, more generally, to present respondents with realistic descriptions of the physical and mental health impacts of violent crime of varying severity. Our findings suggest that the costs of three officially classified (statistical) crimes are pound;5,300 for common assault (no injury), pound;31,000 for other (moderate) wounding, and pound;36,000 for serious wounding. Such monetary values are important in the economic appraisal of policies that seek to reduce the incidence of violent crime. Nevertheless, valuing the intangible costs of crime is a challenging task and we outline a number of problem areas that we have encountered in eliciting the economic value of reducing crime risks.

The emerging ?eld of assessing costs of crime is still a controversial one, both in its methodology and applications. Many people would feel it absurd to calculate costs of crimes, particularly violent ones. What is a cost of murder, rape, or assault? Can any number meaningfully represent the villainous nature of such acts? These questions are undoubtedly good ones. In this book, I will argue that we can estimate costs of different crimes, and that such estimates are relevant for criminal law and crime policy. Notwithstanding the incommensurability of many consequences of crime, society every day makes numerous decisions how to tackle crime, and at least implicitly assesses the relative importance of the problem. Properly done costs of crime estimates make people’s evaluation more visible, and allow for more coherent public policy.

Traditional measures of criminal activity count crimes or estimate direct costs that typically include the costs of policing, corrections, criminal justice, and replacing stolen merchandise. This study estimates the burden of a broad set of crime's repercussions, both direct and indirect, to tell a more complete story. This study places less emphasis on imprecise counts of crimes than most previous measures of crime's burden. The comprehensive approach adopted here captures several types of cost shifting that can result from crime prevention efforts. The inclusion of private crime prevention expenditures in this study captures the potential for public expenditures to reduce total societal outlays for crime, with or without a decrease in the crime rate. The comprehensive scope of this study also accounts for regional shifts in crime. This study examines costs for the entire nation, which accounts for the possibility of losses in one region of the United States substituting for losses in another. For the purposes of this research, the cost of crime is defined to include all costs that would not exist in the absence of illegal behavior under current law. The benchmark in this study is perfect compliance with the law. The Cost of Crime speaks to the benefits of cooperation and ethical behavior. In the ideal state of voluntary legal compliance, there would be no need for expenditures on crime prevention, no costly repercussions of criminal acts, and no losses due to fear and distrust. We will not reach that ideal state, but with knowledge of the full cost of crime, we also know the benefit of eliminating a more realistic fraction of that cost. Valid questions remain regarding the inclusion of particular cost components in the calculation of crime's burden. The approach here is to sidestep unsolvable debates by providing itemized lists of crime-cost elements. This enables the reader to adopt customized formulations for the cost of crime.

Book excerpt: This study utilizes a state-of-the-art survey methodology previously employed in the environmental, health and safety economics literatures to estimate the cost of violent crime and homicide in Buenos Aires. We demonstrate the feasibility of this method for crime cost estimation and for using these surveys in developing countries. Through a random sample of 269 households from an online panel in Buenos Aires, respondents were asked to choose among three options with a factorial design varying homicide rate, violent crime rate, policy measures to reduce crime, and tax impact. Discrete choice modeling estimates the willingness-to-pay for reduction in risk of homicide and violent crime as well as independent values for two policy options. The cost of homicide in Buenos Aires is estimated to be approximately $1.5 million, whereas the cost of other violent crimes (including rape, robbery and aggravated assault) is estimated to be $2,000. In addition to extending intangible crime cost estimates to Latin America, we estimate the value of two comprehensive crime control policies, with values ranging from $600 to $700 million/year, about $12 per household per month each. The estimated costs in Buenos Ares are consistent with that found in developing countries once controlling for income differences. These subjective crime cost valuations are significantly higher than tangible crime costs, and thus provide a significant improvement in the ability of policy makers to conduct benefit-cost analysis.

That Society today has over 3,000 members, mostly now drawn from criminology which has established its own clear identity, but augmented by a wide variety of disciplines that include statisticians, economists, demographers, and even a few engineers. Book excerpt: Adolescence is a distinct, yet transient, period of development between childhood and adulthood characterized by increased experimentation and risk-taking, a tendency to discount long-term consequences, and heightened sensitivity to peers and other social influences. A key function of adolescence is developing an integrated sense of self, including individualization, separation from parents, and personal identity. Experimentation and novelty-seeking behavior, such as alcohol and drug use, unsafe sex, and reckless driving, are thought to serve a number of adaptive functions despite their risks. Research indicates that for most youth, the period of risky experimentation does not extend beyond adolescence, ceasing as identity becomes settled with maturity. Much adolescent involvement in criminal activity is part of the normal developmental process of identity formation and most adolescents will mature out of these tendencies. Evidence of significant changes in brain structure and function during adolescence strongly suggests that these cognitive tendencies characteristic of adolescents are associated with biological immaturity of the brain and with an imbalance among developing brain systems. This imbalance model implies dual systems: one involved in cognitive and behavioral control and one involved in socio-emotional processes. Accordingly adolescents lack mature capacity for self-regulations because the brain system that influences pleasure-seeking and emotional reactivity develops more rapidly than the brain system that supports self-control. This knowledge of adolescent development has underscored important differences between adults and adolescents with direct bearing on the design and operation of the justice system, raising doubts about the core assumptions driving the criminalization of juvenile justice policy in the late decades of the 20th century. It was in this context that the Office of Juvenile Justice and Delinquency Prevention (OJJDP) asked the National Research Council to convene a committee to conduct a study of juvenile justice reform. The goal of Reforming Juvenile Justice: A Developmental Approach was to review recent advances in behavioral and neuroscience research and draw out the implications of this knowledge for juvenile justice reform, to assess the new generation of reform activities occurring in the United States, and to assess the performance of OJJDP in carrying out its statutory mission as well as its potential role in supporting scientifically based reform efforts.

Book excerpt: Violence is a considerable burden on society; the costs incurred through treating victims and apprehending the perpetrators combine with economic costs, the emotional victim costs and costs to the community through increased fear of crime to suggest the costs of violence are significant. A growing number of studies seek to quantify the economic and social impact of crime by assessing the aggregate social costs incurred by criminal offending or by examining the consequences of crime at the individual level, focusing on its effect on the general welfare. Regardless of the approach, tangible and intangible costs are always identified, with the first referring to those directly observable and the latter to the unobservable costs that refer to the physical and emotional impact on crime victims. Despite the importance of both, the available estimates of the intangible costs of violence are very limited, especially in the UK context. This research set out to investigate this gap and provide a new insight into violence costs with a special focus to the intangible losses incurred by pain and suffering. Stated preferences techniques were developed and applied for this purpose, aiming to determine the monetary values of risk reduction of assault-related injuries as assigned by a UK sample to victimisation risks, contingent on the injury severity and psychological outcome. Novel epidemiological research carried out with British Crime Survey and Accident and Emergency data assisted this application, as the drawn evidence formed the basis for constructing plausible scenarios with a representative description of violent victimisation outcomes. The analyses identified that socio-demographic characteristics (gender, age, ethnicity), quality of life indicators (self-rated health, income, marital status, educational qualifications) and offence-specific characteristics (use of force/violence, sustained injuries, injury severity, severity of the emotional effect, alcohol consumption prior to the incident) were not only linked to victimisation risks but also predicted severe emotional responding. Altogether, results suggested a two-dimensional structure underlying victims' emotional reaction and a similar two-dimensional severity-based structure underpinning the physical aftermath of a violent assault. This research concluded with an array of comparable values that denote public's perception of victimisation risks in monetary terms while it highlighted the issues emerging from such an application. The estimation exercise showed that WTP varied extensively across respondents: women were willing to pay more to reduce victimisation related risks and WTP increased with education, age, income and fear of crime. Previous victimisation and difficulty in answering the valuation questions were negative influences on WTP. The numerical findings reflect the importance of victims' costs and provide metrics useful in assessing the cost-effectiveness of crime interventions. Although the contingent valuation method was effective for analysing intangible victim costs providing support for continuing this line of research, further work is required to substantiate its application and strengthen its methodology within the crime context.
