Book excerpt: Forest rights devolution in Nepal from the late 1980s created different types of community-based forest management institutions, in particular community forestry user groups. Effective forest regeneration led to a new focus on entrepreneurial opportunities for improving livelihoods and social equity, resulting in considerable if unstable enterprise growth. Employing the concept of enabling and asset investments, the study examines how user groups have established and managed forest-based enterprises, taking account of regulatory and non-regulatory factors. The study is based on primary data from interviews with 12 community-managed forest enterprises as well as secondary data from the published, government and grey literature. In light of the high export demand for non-timber forest products from India and elsewhere, there has been gradual policy support for enterprise development from the government. Enabling investments by the government, donors and non-governmental organizations have built momentum and contributed to success. Forest-based enterprises have the potential to change the face of Nepal’s rural economy. However, complex and poorly harmonized regulatory requirements have kept many community-managed forest enterprises in a state of informality and unable to attract asset investment. An emerging second generation of community-managed forest enterprises can benefit from reductions in regulatory burdens and attract asset investments capable of overcoming current obstacles to growth.

The publications were compiled through web search using key words such as value chain manuals, value chain guidelines, value chain handbooks. Information was also gathered by requesting key informants to provide any guidelines they knew of. The value chain concept has been applied in different ways by different organizations. Thus, this paper starts by reviewing the commonalities and differences in the definition of value chain and other relevant terms. Four stages of value chain analysis are described: appraisal, design, implementation and monitoring and evaluation. It then lists 32 guidelines and manuals, breaking them into four groups: (1) those that deal with all four stages of value chain analysis, (2) those focusing on the first two stages, appraisal and design, (3) those that focus on forest products, and (4) those examining special topics cutting across the other guidelines such as collective marketing, farmer-trader relations or gender analysis. For each guideline or manual, there is a brief overview of the contents, the specific survey instruments, case studies and the web address or other means of accessing it. Future work should include a more detailed analysis of the approaches and methods used in the different manuals and their strengths and weaknesses.

Book excerpt: This study examined utilization problems of community forest products (firewood and timber quantity harvested, and fodder collection days) on an institutional model. The data for this study were collected from forest user groups of three mid hill districts in Nepal. The results showed that the problems and practices of product utilization were determined by many factors of forest user group institutions. This study identified that the forest product utilization is a double hurdle decision process. The first hurdle is to decide whether or not to utilize the products. The second hurdle is how much to utilize for those who decide to utilize. Some factors played a positive role in the first decision step and for some products and a negative role in the second decision step and for other products, or vice versa. Some institutional factors exhibited endogenous roles in determining the outcomes of other institutional factors. The findings imply that improvement of institutional factors can increase in some extent, the rural households' access to forest products in Nepal. Improvements of the determinants for better utilization of the forest products require technical supports specific to the conditions of each decision step.
