Unlike private firms, government agencies have no price signals to guide their decisions, making it more difficult for them to make sound investment decisions. This paper develops a method to aid government officials in making investment decisions for infrastructure. It applies a technique, called Economic Value Analysis, that business firms use when they introduce into the market new products and services for which there are no existing market prices. Government officials can use this technique to decide where their scarce infrastructure dollars should be invested to produce the most value for the general public. The technique is illustrated by examining projects from the Virginia Department of Transportation's 2025 Plan.

We have been arguing about the wrong thing while sitting on a goldmine of assets. Don’t worry about who owns those assets, worry about whether they are managed effectively. Why does this matter?
