Book excerpt: One goal of the Public Employment Service is to facilitate matching between unemployed job-seekers and job vacancies; another goal is to monitor job search so as to bring search efforts among the unemployed in line with search requirements. The referral of job-seekers to vacancies is one instrument used for these purposes. We report results from a randomized Swedish experiment where the outcome of referrals is examined. To what extent do unemployed individuals actually apply for the jobs they are referred to? Does information to job-seekers about increased monitoring affect the probability of applying and the probability of leaving unemployment? The experiment indicates that a relatively large fraction (one-third) of the referrals do not result in job applications. Information about intensified monitoring causes an increase in the probability of job application, especially among young people. However, we find no significant impact on the duration of unemployment.

Book excerpt: Vacancy referrals by caseworkers represent an effective and widely-used job search assistance tool. However, little is known about the mechanisms through which they affect job finding. This paper uses granular longitudinal job applications data with firms' responses to shed light on those mechanisms. Controlling for individual-by-unemployment duration fixed effects, we find that referred applications have a much higher probability of success (callback or job offer). These effects are driven by the fact that referred vacancies exhibit different and potentially lower-paying characteristics. Aggregating data to the monthly-individual level and using caseworker stringency as an instrument, we show that job seekers apply more in months when the referral policy is used, in spite of a slight reduction in their private application effort. This eventually translates into a large increase in the number of job interviews and offers they obtain per month.

We estimate models using German administrative data from social security records linked with caseworker recorded data on VRs, sick reporting and sanctions. The analysis highlights the influence of aspects of the health care system on unemployment durations. We estimate that for around 25% of unemployed workers, removing the channel that enables strategic sick reporting reduces the mean unemployment duration by 4 days.
