Book excerpt: This paper reviews the literature on utility tariff setting with an emphasis on economic efficiency and financial sustainability. The paper first discusses the merits as well as practical limitations in applying marginal cost pricing. It then presents details on estimation of revenue requirements of utilities under two regulatory regimes : rate of return regulation; and performance-based regulation. Finally, the paper discusses how to set tariffs when an enabling environment for achieving both financial sustainability and economic efficiency is lacking. Under such circumstances, the paper argues that initial focus should be on cost recovery. As the enabling environment improves, goals of tariff setting can include broader objectives. The success of such a gradual approach depends on : (i) participatory and rigorous analytical work to assess the feasibility of the type of tariff; and (ii) policy and institutional reforms, regulatory enhancements, and performance improvements of the utility to create an enabling environment for implementing advanced types of tariffs.

The guidelines in this publication are a revised version of the 1997 edition. The revision responds to the changing development context and ADB operational priorities, and aims to address the recommendations of the ADB Quality-at-Entry Assessments for more methodological work on project economic analysis. The revised guidelines provide general principles for the conduct of project economic analysis, and should be read together with handbooks, technical reports, and other reference materials published by ADB dealing with sector-specific project economic analysis in detail.

The book's first part lays out the present scenario, with concepts such as an integrated grid, microgrids, self-generation, customer-centric service, and pricing, while the second part focuses on how innovation, policy, regulation, and pricing models may come together to form a new electrical sector, exploring the reconfiguring of the current institutions, new rates design in light of changes to retail electricity markets and energy efficiency, and the cost and benefits of integration of distributed or intermittent generation, including coupling local renewable energy generation with electric vehicle fleets. The final section projects the future function and role of existing electrical utilities and newcomers to this sector, looking at new pathways for business and pricing models, consumer relations, technology, and innovation. - Contains discussions that help readers understand the underlying causes and drivers of change in the electrical sector, and what these changes mean in financial, operational, and regulatory terms - Provides thought-provoking ideas on the challenges currently faced by electric utilities around the globe, the opportunities they present, and what the future might hold for both traditional players and new entrants to the sector - Helps readers anticipate what developments are likely to define the function and role of the utility of the future

Book excerpt: Environmental finance is about creating the greatest environmental benefit for the largest number of people at the lowest possible cost. That is the first and most important principle listed in Finance Policy for Renewable Energy and a Sustainable Environment. Focusing on what the author considers to be the 23 principles of environmental finance, this text examines the key financial principles necessary to build strategies and adopt policies to deal effectively with environmental challenges. The text encourages making financial decisions based on science, not politics, and considers what it takes to design and execute environmental finance programs in the most cost-effective way possible. Providing a historical overview of how we got to where we are now, and outlining the 23 principles needed to establish a stronger foundation for the future, this text presents the basic financial tools required to understand the concepts presented. It discusses the proper roles of grants, loans and guaranties, the concept and proper use of affordability, understanding leverage, and generating revenue streams for environmental programs. It also examines subsidies, financial risk reduction strategies, and the challenges posed by alternative energy as well as the next generation of environmental programs. As it relates to how environmental projects and improvements are achieved, Finance Policy for Renewable Energy and a Sustainable Environment outlines the greatest benefits at the lowest possible cost to the public. This text is an ideal resource for upper-level undergraduate students in environmental engineering and business courses, as well as practicing environmental engineers.

Available in PDF, EPUB and Kindle. Book excerpt: The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: The world is currently undergoing an historic energy transition, driven by increasingly stringent decarbonisation policies and rapid advances in low-carbon technologies. The large-scale shift to low-carbon energy is disrupting the global energy system, impacting whole economies, and changing the political dynamics within and between countries. This open access book, written by leading energy scholars, examines the economic and geopolitical implications of the global energy transition, from both regional and thematic perspectives. The first part of the book addresses the geopolitical implications in the world’s main energy-producing and energy-consuming regions, while the second presents in-depth case studies on selected issues, ranging from the geopolitics of renewable energy, to the mineral foundations of the global energy transformation, to governance issues in connection with the changing global energy order. Given its scope, the book will appeal to researchers in energy, climate change and international relations, as well as to professionals working in the energy industry.

Book excerpt: This open access textbook provides a concise introduction to economic approaches and mathematical methods for the study of water allocation and distribution problems. Written in an accessible and straightforward style, it discusses and analyzes central issues in integrated water resource management, water tariffs, water markets, and transboundary water management. By illustrating the interplay between the hydrological cycle and the rules and institutions that govern today’s water allocation policies, the authors develop a modern perspective on water management. Moreover, the book presents an in-depth assessment of the political and ethical dimensions of water management and its institutional embeddedness, by discussing distribution issues and issues of the enforceability of human rights in managing water resources. Given its scope, the book will appeal to advanced undergraduate and graduate students of economics and engineering, as well as practitioners in the water sector, seeking a deeper understanding of economic approaches to the study of water management.
