Available in PDF, EPUB and Kindle. Book excerpt: Ever since the behavioral revolution reached Communist studies more than 2 decades ago, Western scholarship has tended to ignore the powerful and unwieldy institutional structure of the Soviet government. Today, suddenly, it is clear that the dramatic political and legislative reforms of the Gorbachev years will remain incomplete as long as the issues of state bureaucratic power and executive prerogative are unresolved. This volume, brings together original studies of the Soviet executive under Gorbachev by specialists including Barbara Chotiner, Stephen Fortescue, Brnda Horrigan, Ellen Jones, Wayne Limberg, T.H. Rigby and Louise Shelley. Among the topics covered are the major economic, national security and law enforcement ministries, the presidency, the cabinet and questions of presidential-ministerial, presidential-presidential, legislative-executive and party-state relations.

Book excerpt: "The Kremlinologist chronicles major events of the Cold War through the prism of the life of one of its top diplomats, Llewellyn Thompson. His life went from the wilds of the American West to the inner sanctums of the White House and the Kremlin. As the ambassador to Moscow, he became an important advisor to presidents and a key participant in major twentieth-century events, including the Cuban Missile Crisis and the Vietnam War. Yet, unlike his contemporaries McGeorge Bundy and George C. Marshall--who considered Thompson one of the most crucial actors in the Cold War and the "unsung hero" of the Cuban Missile Crisis--he has not been the subject of a major biography until now. Thompson's daughters Jenny Thompson Vukacic and Sherry Thompson set out to document their father's life as thoroughly as possible. Relying on primary sources and interviews, they received generous assistance from archivists, historians, and colleagues of their father. They also acquired documents and information from Russian archives, including the KGB archives. As family, they had unprecedented access to his FBI dossier, State Department personnel files, family archives, letters, diaries, speeches, and documents. Their original research brings new material to light including important information on the U-2, Kennan's containment policy, and Thompson's role in US covert operations machinery. The book refutes historical misinterpretations of events in the Berlin Crisis, the Austrian State Treaty, and the Cuban Missile Crisis."--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: In this penetrating analysis of the role of political leadership in the Cold War's ending, Archie Brown shows why the popular view that Western economic and military strength left the Soviet Union with no alternative but to admit defeat is wrong. To understand the significance of the parts played by Mikhail Gorbachev, Ronald Reagan and Margaret Thatcher in East-West relations in the second half of the 1980s, Brown addresses several specific questions: What were the values and assumptions of these leaders, and how did their perceptions evolve? What were the major influences on them? To what extent were they reflecting the views of their own political establishment or challenging them? How important for ending the East-West standoff were their interrelations? Would any of the realistically alternative leaders of their countries at that time have pursued approximately the same policies? The Cold War got colder in the early 1980s and the relationship between the two military superpowers, the USA and the Soviet Union, each of whom had the capacity to annihilate the other, was tense. By the end of the decade, East-West relations had been utterly transformed, with most of the dividing lines - including the division of Europe - removed. Engagement between Gorbachev and Reagan was a crucial part of that process of change. More surprising was Thatcher's role. Regarded by Reagan as his ideological and political soulmate, she formed also a strong and supportive relationship with Gorbachev (beginning three months before he came to power). Promoting Gorbachev in Washington as 'a man to do business with', she became, in the words of her foreign policy adviser Sir Percy Cradock, 'an agent of influence in both directions'.

Available in PDF, EPUB and Kindle. Book excerpt: Lara Douds examines the practical functioning and internal political culture of the early Soviet government cabinet, the Council of People's Commissars (Sovnarkom), under Lenin. This study elucidates the process by which Sovnarkom's governmental decision-making authority was transferred to Communist Party bodies in the early years of Soviet power and traces the day-to-day operation of the supreme state organ. The book argues that Sovnarkom was the principal executive body of the early Soviet government until the Politburo gradually usurped this role during the Civil War. Using a range of archival source material, Lara Douds re-interprets early Soviet political history as a period where fledging 'Soviet' rather than simply 'Communist Party' power was attempted, but ultimately failed when pressures of Civil War and socio-economic dislocation encouraged the centralising and authoritarian rather than democratic strand of Bolshevism to predominate. Inside Lenin's Government explores the basic mechanics of governance by looking at the frequency of meetings, types of business discussed, processes of decision-making and the administrative backdrop, as well as the key personalities of Sovnarkom. It then considers the reasons behind the shift in executive power from state to party in this period, which resulted in an abnormal situation where, as Leon Trotsky commented in 1923, 'leadership by the party gives way to administration by its organs'.
