Book excerpt: New knowledge from wildlife-habitat relationship models is often difficult to implement in a management context. This can occur because researchers do not always consider whether managers have access to information about environmental covariates that permit the models to be applied. Moreover, ecosystem management requires knowledge about the condition of habitats over large geographic regions, whereas most research projects have limited spatial inference. For example, research has revealed much about the habitat of fishers (Martes pennanti) at various research sites in California, yet this work has not been translated into practical tools that managers can use to monitor fisher habitat regionally, or to evaluate and mitigate the effects of proposed forest management on fisher habitat. This led us to create new habitat models that are intimately linked to agency approaches to forest monitoring and software tools used by forest managers to plan timber harvests and vegetation management. We created habitat models that were integrated with these approaches and tools that forest managers use for two purposes: to inventory forest resources (i.e., Forest Inventory and Analysis [FIA] plots) and to simulate the response of stands to harvest, fire, insects, disease, and other disturbances (i.e., Forest Vegetation Simulator [FVS]). In this paper we provide an example of how to assess and monitor wildlife habitat using FIA vegetation monitoring protocols. We also provide an example of how to integrate an existing FIA-based model of fisher resting habitat into FVS, software that simulates the effect of alternative silvicultural treatments on vegetation data collected from field plots. Using these tools we produce quantitative predictions of the status of resting habitat quality for fishers, and describe how it can be monitored over time. We also provide an example of the effect of vegetation treatments on predicted fisher resting habitat, which illustrates a process that can be used to understand, reduce, or mitigate the effects of these activities on fisher habitat. This work on the fisher provides one example of how habitat assessments for wildlife could be advanced if they were developed with management applicability and implementation success as a goal.

Book excerpt: A common goal in land-management planning is to describe the relationship between management actions, vegetation and wildlife habitat conditions for large landscapes. Achieving this goal can be challenging because ecological processes of disturbance (natural and anthropogenic) and succession affect vegetation composition and structure, which subsequently affects current and future habitat conditions for wildlife. Further, habitat suitability is often used as a surrogate for demographic response by wildlife to vegetation change yet this assumed relationship is rarely evaluated. I developed habitat suitability models for 10 wildlife species and validated two of those models as predictors of demographic responses (e.g., territory density and nest success). I then simulated future forest conditions and evaluated habitat suitability 10, 50, and 150 years from present as part of the Hoosier National Forest (HNF) plan revision. No single management alternative was best for all wildlife species. Without harvest or prescribed fire, early successional wildlife species will be extirpated from the HNF within 50 years. Harvest benefited early successional species without greatly affecting habitat suitability for late successional species. By incorporating ecological processes of disturbance and succession while retaining the resolution necessary for evaluating wildlife habitat suitability, this modeling approach contributed knowledge to the planning process and was a valuable tool for communicating differences among alternatives to stakeholders.

Book excerpt: Federal laboratories are often caught between the need to meet mission objectives and the mandate to act as national stewards for natural resources. Following the initiation of the Manhattan Project in 1943, restricted land use at Los Alamos National Laboratory (LANL) retained many undisturbed areas that function as ecosystem sanctuaries for plants and animals throughout the 43 mi2 site. We developed a Quantitative Habitat Analysis (QHA) that enables both managers and scientists to better meet the goals of ecosystem management and sustainable development for LANL. QHA is a multi-faceted modeling, planning, and management tool with the goal of applying existing models in a new way. QHA provides an objective, standardized, and replicable system for management of wild areas by federal agencies. As part of the development of QHA, we reviewed 42 existing wildlife and habitat models, assessments, or evaluation methods and 12 computer programs. A pilot field study was conducted on 12 plots testing five different methods to determine the most suitable for data collection for the tool. Once methods were selected and models determined, a QHA application tool was created in ArcView to test the pilot data within the tool for user-friendly application. This year, 45 field sites were sampled. QHA currently comprises five main sub-models analyzed within a geographic information system using ArcView: 1) Ecological Land Classification (landscape level effects), 2) Rapid Ecological Assessment (general assessment)/U.S. National Vegetation Classification Element Occurrence (ecosystem "health"), 3) BEHAVE (wildfire and fuels monitoring), 4) Habitat Analysis and Modeling System (wildlife), and 5) ECORSK.6 (bio-contaminants). Key to this QHA tool was the use of "common currencies." The common currencies consist of weighted scores that calculate a "grade" or means of comparison between different programs and scoring methods. Development and calibration of the QHA continues.
