They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). This book examines the theory, practice, and often surprising realities of post-conflict governance, natural resource management, and peacebuilding in fifty conflict-affected countries and territories. The book highlights the mutually reinforcing relationship between natural resource management and good governance. Book excerpt: The Contested Floodplain tells the story of institutional changes in the management of common pool resources (pasture, wildlife, and fisheries) among Ila and Balundwe agro-pastoralists and Batwa fishermen in the Kafue Flats, in southern Zambia. It explains how and why a once rich floodplain area, managed under local common property regimes, becomes a poor man's place and a degraded resource area. Based on social anthropological field research, the book explains how well working institutions in the past, regulating communal access to resources, have turned into state property and open access or privatization. As a basis for analysis, the author uses Elinor Ostrom's design principles for well working institutions and the approach of the New Institutionalism by Jean Ensminger. The latter approach focuses on external factors and change in relative prices. It explains how local actors face changing bargaining power and use different ideologies to legitimize and shape resource use regulations. The study focuses on the historic developments taking place since pre-colonial and colonial times up to today. Haller shows how the commons had been well regulated by local institutions in the past, often embedded in religious belief systems. He then explains the transformation from common property to state property since colonial times. When the state is unable to provide well functioning institutions due to a lack in financial income, it contributes to de facto open access and degradation of the commons. The Zambian copper-based economy has faced crisis since 1975, and many Zambians have to look for economic alternatives and find ways to profit from the lack of state control (a paradox of the present-absent state). And while the state is absent, external actors use the ideology of citizenship to justify free use of resources during conflicts with local people. Also within Zambian communities, floodplain resources are highly contested, which is illustrated through conflicts over a proposed irrigation scheme in the area. The different actors and interest groups use ideologies such as citizenship vs. being indigenous, ethnic identity vs. class conflict, and modernity vs traditional way of life to legitimize land claims.

The number of people worldwide who live in settings where conflict and violence are a daily occurrence is increasing. By 2030, it is estimated that more than half of all people living in poverty will be found in countries affected by high levels of violence. These conflict dynamics have a negative impact on households’ food security. Agriculture, natural resources, food security and nutrition can be sources of peace or conflict, crisis or recovery, tragedy or healing. Underpinning this is ensuring that the Organization’s projects and interventions are conflict-sensitive so that all stakeholders understand the dynamics of the diverse contexts in which FAO works. Especially in fragile and conflict-affected contexts, we need to make sure that our work avoids contributing to divisions, disputes and violent conflict, and does no harm. All that we do – both by ourselves and through partnerships – should follow this approach. We can also identify where FAO can positively contribute to social cohesion and peace – and these efforts must be rooted in robust theories of change. FAO is placing increasing emphasis on ensuring that our interventions make a positive contribution to peace – an objective shared across the United Nations system, and increasingly a requirement of our partners and donors. The focus of this how-to guide is to elaborate the pathways through which the Organization can optimize deliberate contributions to peace, and inform the design, adaptation and impact measurement of its interventions.
