Book excerpt: Huggins and Fay (1988) reported initial results from an evaluation of the use of income data from Internal Revenue Service tax files in the longitudinal estimation procedures for the Survey of Income and Program Participation (SIPP). Huggins and Fay ratio adjusted the SIPP sample that could be matched to IRS records, but did not control the non-matched sample. This paper presents subsequent research which applied demographic controls for age, race, sex and ethnicity to ratio adjust the estimates based on the SIPP sample that did not match to IRS records. The non-matched and matched samples were comined in order to produce estimates and calculate variances. Significant variance reduction was found for many of the variables examined. Estimates were also compared to independent estimates for a measure of bias.

Book excerpt: The Survey of Income and Program Participation (SIPP) is a national, longitudinal household survey conducted by the Census Bureau. SIPP serves as a tool to evaluate the effectiveness of government-sponsored social programs and to analyze the impacts of actual or proposed modifications to those programs. SIPP was designed to fill a need for data that would give policy makers and researchers a much better grasp of how effectively government programs were reaching their target populations, how participation in different programs overlapped, and to what extent and under what circumstances people transitioned into and out of these programs. SIPP was also designed to answer questions about the short-term dynamics of employment, living arrangements, and economic well-being. The Census Bureau has reengineered SIPPâ€"fielding the initial redesigned survey in 2014. This report evaluates the new design compared with the old design. It compares key estimates across the two designs, evaluates the content of the redesigned SIPP and the impact of the new design on respondent burden, and considers content changes for future improvement of SIPP.

The Bureau also requested the National Academies to consider the advantages and disadvantages of strategies for linking administrative records and survey data, taking account of the accessibility of relevant administrative records, the operational feasibility of linking, the quality and usefulness of the linked data, and the ability to provide access to the linked data while protecting the confidentiality of individual respondents. In response, this volume first examines the history of SIPP and reviews the survey's purpose, value, strengths, and weaknesses. The book examines alternative uses of administrative records in a reengineered SIPP and, finally, considers innovations in SIPP design and data collection, including the proposed use of annual interviews with an event history calendar.

Book excerpt: The demographic and socioeconomic longitudinal survey SIPP and cross-sectional survey CPS-ASEC have identical survey universes and sampling frames, and are similar in sample design, demographic and socioeconomic contents, questionnaire design profiles, and data collection and processing systems. In contrast, the SIPP collects monthly data but the CPS-ASEC collects annual data. The SIPP sample households are interviewed every four months over three to four years but the CPS-ASEC ones are interviewed once a year for two consecutive years. As a longitudinal survey, the SIPP follows its movers and identifies its survey universe leavers; but, as a cross-section survey, the CPS-ASEC does not. Inspired by similarity between these two surveys, and higher cross-sectional response rates, fresher sample, and establishment stature of the CPS-ASEC, we developed a methodology to construct a quasi-longitudinal dataset from two consecutive CPS-ASEC cross-sectional datasets based on a set of probabilistic models to simulate the survey universe leavers among the sample people in a mix of not-followed movers and universe leavers that could not be definitively identified or separated. We weighted the CPS-ASEC quasi-longitudinal file to reduce the nonresponse bias using the same SIPP longitudinal weighting procedure. As a result of the simulation of survey universe leavers and the longitudinal weighting discussed above, we could use the data of two consecutive CPS-ASEC samples to properly create longitudinal estimates for comparing with those of the SIPP. With addition of identical weighting process to other identical or similar systematic elements mentioned earlier, we could practically attribute the cause of the differences between the SIPP and CPS-ASEC key longitudinal estimates to just among the following nonsampling error sources: attrition/non-response, sample freshness (aging), recall period, four versus twelve month seam, collection of monthly versus yearly data, and detailed content and structure of the questionnaire. We applied this methodology to the 2002 and 2003 CPS-ASEC Supplements and the corresponding 2001 SIPP Panel. This methodology is also directly applicable to the reengineering of the SIPP.
