Much progress has been made within and among Federal human nutrition research departments and agencies since Congress called for improved coordination in the Food and Agriculture Act of 1977. It is recommended that such coordination efforts continue and that agencies and departments plan their research efforts in conjunction with other Federal supporters of nutrition research to avoid duplication or inadequate coverage. The director of the Office of Science and Technology Policy should direct the Joint Subcommittee on Human Nutrition Research to develop a Federal nutrition research plan with input from agencies and departments which engage in human nutrition research. Witnesses included officials from the Department, professors and administrators from various university nutrition programs, and medical doctors. Testimony stressed the expanding role that nutrition is playing and should play in the improvement of the health of Americans. More nutrition research was advocated, as well as more use of such research on the local level, such as through the Cooperative Extension Service and training for local medical practitioners. Increasing nutrition knowledge and action by the public could substantially lower health care costs, and testimony supported Department of Agriculture programs such as Women, Infants, and Children (WIC) that aim to prevent low birth weight babies. Book excerpt: This report explores the structure and function of the U.S. nutrition research system, with an emphasis on trends in Federal support. It describes how nutrition research is used, especially for nutrition education and communication, but also for regulation and food assistance. The report uses the Human Nutrition Research Information Management database maintained by the National Institutes of Health to analyze longterm trends. Federal investments in nutrition research grew from 1985 to 2009 in real terms, but the portfolio of research changed. Over time, the share of nutrition research support by the U.S. Department of Health and Human Services increased while support by the U.S. Department of Agriculture decreased. This shift changed how research topics were selected and funded within the Federal portfolio. More research is funded through competitive grants than through intramural or formula funding, and a broader set of academic institutions now participates in nutrition research.

It specifies five priority areas for basic and applied research and nutrition education research : (1) human nutrition requirements; (2) composition of foods and the effects of agricultural practices, handling, processing and cooking on nutrients; (3) surveillance of nutritional benefits to participate in USDA programs; (4) factors affecting consumer food preferences and eating habits and (5) development of techniques and equipment to assist consumers in selecting food to provide a nutritionally balanced diet. The comprehensive plan for delivery of human nutrition research and services is a plan with a basic statement of purpose and priorities which describes current programs for meeting the priorities and concludes with a discussion of future goals and implementation plans.
