The US Army Corps of Engineers (USACE), through the development of its Field Force Engineering (FFE) program in late 2003 has been providing technical engineering support to the Combatant Commands (COCOMs) during military contingencies and catastrophic natural disasters. This paper assesses the current USACE FFE program, its support of the COCOMs, Army Service Component Commands (ASCCs), and U.S. Joint Task Forces (JTFs) during contingencies and natural disasters, and its proposed expansion to facilitate successful future SSTR operations. Recommendations are provided to enhance the USACE's overall SSTR engineering effectiveness allowing improvements that will allow USACE to improve its support to the COCOMs and enhance their regional Theater Security Cooperation Plans.

Over 100 active and reserve component engineer units contributed significantly to the success of Operation DESERT SHIELD/DESERT STORM. These contributions are well documented in Supporting the Troops: The U.S. Army Corps of Engineers in the Persian Gulf War. The Gulf War dramatically demonstrated the need to deploy engineers early so that they can determine the engineer requirements, communicate those requirements to the maneuver commanders, and take appropriate steps to bed down and sustain U.S. forces. The delayed flow of engineers and their equipment into Southwest Asia directly affected the ability of the maneuver units to sustain themselves and operate effectively. We are now moving toward a smaller, quality Army with rapidly deployable forces. There are fewer engineer units than in 1990, and a larger proportion of the engineer force is in the reserve components. As the active component force continues to shrink, we must insure that the reserve component engineer forces are well trained and ready to deploy on short notice. During the Gulf War engineers provided the model for the Total Army concept, successfully blending Active Army, Army National Guard, Army Reserve, and Department of Defense civilian engineer capabilities. U.S. forces could not have succeeded in the Gulf without the assistance of the reserve components and civilians. The force structure of today's Active Army does not include a number of specialized engineer units needed to support a large-scale deployment. Nor do operational engineer units have all the special expertise that can be found inthe U.S. Army Corps of Engineers. As Supporting the Troops vividly illustrates, the contributions of the Corps' military and civilian members were diverse and significant. Over 160 Corps civilians, who voluntarily deployed to Southwest Asia, provided procurement, design, construction, and real estate support. Corps members worked diligently, often in difficult conditions, to provide for the well-being and safety of tens of thousands of U.S. soldiers. They devised creative solutions to the problems they, encountered, whether implementing new policies or developing new project designs. It was my privilege to serve with them in the Persian Gulf. The research hypothesis was: The engineer command and control organizational structure described in the Theater Support Command (TSC) Concept is the organization to most effectively meet the military engineering needs of the force projection Army of the twenty-first century. This monograph describes the TSC organizations that were experimented with in the Prairie Warrior 95 and 96 Advanced Warfighting Experiments. Key observations made by the TRADOC Combined Arms Assessment Team (CAAT) regarding theater engineer support and the TSC during these exercises were identified. The CAAT's key observations were then analyzed to identify what organizational characteristics the theater organization must have to best meet the Army's future engineering needs. The findings from this study do not fully support the research hypothesis. The findings indicate that the TSC may require a habitually associated, modular and tailorable engineer command and control (and/or planning) capability that is primarily focused on the engineer battlefield function of general engineering in the communications zone. The findings also indicate that theater commander may also require a habitually associated, modular and tailorable engineer command and control element that is focused on all five engineer battlefield functions throughout the theater.

ATP 4-92 is a revision of Field Manual 4-92, Contracting Support Brigade, last published in 2010. Operational contract support (OCS) is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of combatant commander directed operations. While varying in scope and scale, OCS, and its subset of expeditionary contacting capability, is a critical force multiplier in unified land operations, especially long-term stability operations. With a smaller Army, less robust active component sustainment capability, and greater emphasis on Phase 0 operations, the critical importance of operational contract support and its associated expeditionary contracting structure may increase as a necessary force augmentation capability in future operations. Accordingly, the Army continues to enhance its capability to plan and provide OCS for deployed Army and joint forces. This contracting-focused ATP is one of numerous initiatives to inform the operating force on the importance of OCS planning and integration, again with focus on the Army's expeditionary contracting force structure, in all phases of operations. ATP 4-92-along with the publications referenced throughout this manual-is intended to provide commanders and their staffs with the doctrinal and policy tools necessary to properly leverage the full spectrum of Army OCS capabilities in all phases of the operation. The publication also serves as a guide for worldwide deployment and employment of expeditionary Army contracting organizational capabilities. ATP 4-92 clarifies existing doctrine, which was focused on the CSB. Updates include mission command philosophy, the revised contracting support organizational structure, other contracting or operational contract support organizations, as well as expanded discussions of financial management (FM) in support of contracting actions. Updates also include expanded discussion on Army expeditionary contracting support to joint operations. ATP 4-92 contains three chapters: Chapter 1 provides an overview of contracting and operational contract support organizations, including the contracting support brigade and its subordinate units, along with USACE, INSCOM, LOGCAP, and ASA(ALT) forward. It also discusses command authority versus contracting authority, as well as contracting support considerations with respect to the Army force generation model.
