Book excerpt: For the last seventy years, experts have tried to define the nature of Turkey's partnership with the US. While Turkish-US relations have always been susceptible to different crises, they enjoyed a brief “golden era” in the 1950s. This book argues that a false nostalgia about that period - when the strategic interests of two countries fully converged - has distorted analyses by scholars and policymakers ever since. To provide a more accurate assessment, this book look at the patterns of crises between the two countries throughout history and how these relate to the current points of tension in Turkish-American relations today. It coins a new conceptual framework to understand the Turkey-US partnership: the “vulnerable partnership”. The book outlines the key causes of this vulnerability, showing that for the last 70 years, there have been recurring frictions and faultlines that have been repeated across different political periods. These especially involve the US congress, public opinion, Russia, and crises in the Middle East. Based on journalistic, archival and scholarly sources, the topic of the book is at the intersection foreign policy studies, Middle East politics, the history of Turkish-American relations, and foreign policy making.

Book excerpt: 'The book represents an insightful historical and contemporary account of the Turkish-Chinese relationship, especially in the early periods it considers, and also in tracing the institutional developments between the two following Turkish domestic political changes. Moreover, Turkey and China covers how these two countries have reacted to each other over sensitive issues including Turkey's relation with Taiwan and China's policies towards the Turkic Uyghurs. The book is of interest to diplomats, journalists, students, and researchers working on Turkish foreign policy, Turkish-Asian affairs, and Chinese strategies in the Middle East.'Asian AffairsWhat are the dynamics of the relationship between Turkey and China? How is the Sino-Turkish cooperation affected by other large regional powers? Are Turkey and China compatible enough to sustain a strong and steady relationship in a turbulent future? The relationship between the Republic of Turkey and the People's Republic of China has had many ups and downs from 1949 to the present day. At the start of the Cold War, Turkey diplomatically recognized only the Republic of China (Taiwan) like its NATO allies. Following the Sino-American normalization in 1971, Ankara established diplomatic relations with Beijing and ceased contact with Taipei. Since then, relations between Turkey and China have grown steadily with some setbacks.Turkey and China analyses Turkey-China relations from political, economic, strategic, and cultural perspectives. Turkey's policies towards Taiwan and the Uyghur cause are covered from the beginning. The Sino-Turkish cooperation on the economy, trade, the defence industry, energy, and nuclear technology are also elaborated. Crucially, the Silk Road partnership in the context of China's Belt and Road Initiative and Turkey's Middle Corridor has a deep-rooted focus alongside future perspectives. Finally, the roles of other actors — particularly the United States and Russia — in Sino-Turkish relations have a primary focus, further clarified by the impact of international organizations and forums like the United Nations, NATO, the Shanghai Cooperation Organization, the European Union, the G20, and BRICS.

Book excerpt: This report provides background information on Turkey and discusses possible policy questions and considerations for Members of Congress. U.S. relations with Turkey-a longtime North Atlantic Treaty Organization (NATO) ally-have evolved over time. Turkey's economic dynamism and geopolitical importance underpin its regional and global influence. Although Turkey still depends on the United States and other NATO allies for political and strategic support, and has close economic links with the European Union, its increased economic and military self-reliance since the Cold War allows Turkey relatively greater opportunity for an assertive role in foreign policy. The record of U.S.-Turkey cooperation during the Obama Administration has been mixed. To some extent it mirrors the complexities that past U.S. Administrations faced with Turkey in reconciling alignment on general foreign policy objectives with substantive points of disagreement. Greater Turkish independence of action and continuing political transformation appear to have been mutually reinforcing-with both led for more than a decade by President (previously Prime Minister) Recep Tayyip Erdogan and the Islamist-rooted Justice and Development Party (AKP). However, it remains unclear how Turkey might reconcile majoritarian views favoring Turkish nationalism and Sunni Muslim values with secular governance and protection of individual freedoms and minority rights, including with regard to Turkey's Kurdish citizens. Existing challenges for Turkey and tensions in U.S.-Turkey relations have been exacerbated by a failed coup attempt in July 2016 and the ongoing government response. The vigorous response, accompanied by the Turkish parliament's approval of a three-month state of emergency, seeks to restructure the military and other key institutions and purge Turkey of the influence of Fethullah Gulen. Gulen was formerly a state-employed imam in Turkey, and is now a permanent U.S. resident whose teachings provide foundational inspiration for an array of individuals, educational institutions, and other organizations in Turkey and elsewhere around the world. Turkish officials' claim that Gulen was responsible for the failed coup has fueled anti-American sentiment and conspiracy theories among the media and public opinion. Turkish officials have called for the United States to extradite Gulen, with some saying that a U.S. failure to do so could damage bilateral relations. U.S. officials have stated their willingness to consider any Turkish extradition request under the terms of the applicable bilateral treaty. Bilateral tensions in the failed coup's aftermath have the potential to affect U.S.-Turkey cooperation in countering the Islamic State and more broadly. Effects from some coup plotters' apparent use of Incirlik air base temporarily disrupted U.S. military operations, raising questions about Turkey's stability and the safety and utility of Turkish territory for U.S. and NATO assets.
