Book excerpt: The U.S. Navy operates three types of submarines- nuclear-powered ballistic missile submarines (SSBNs), nuclear-powered cruise missile and special operations forces (SOF) submarines (SSGNs), and nuclear-powered attack submarines (SSNs). This book provides background information and issues for Congress on the Virginia-class SSN program. The Navy's proposed FY2016 budget requests $5,340.1 million in procurement, advance procurement (AP), and Economic Order Quantity (EOQ) funding for the program. Decisions that Congress makes on procurement of Virginia-class boats could substantially affect U.S. Navy capabilities and funding requirements, and the U.S. shipbuilding industrial base. Furthermore, this book provides background information and potential oversight issues for Congress on the Ohio replacement program (ORP), a program to design and build a new class of 12 ballistic missile submarines (SSBNs) to replace the Navy's current force of 14 Ohio-class SSBNs. The Ohio replacement program is also known as the SSBN(X) program. The Navy wants to procure the first Ohio replacement boat in FY2021, with advance procurement (AP) funding starting in FY2017. The Navy has identified the Ohio replacement program as its top priority program.

Available in PDF, EPUB and Kindle. Book excerpt: A highly illustrated history of the US Navy's nuclear submarine program, from the postwar years to the 2020 Columbia-class SSBNs. James C. Goodall covers the origins, design and development of the US Navy's fleet of nuclear-powered submarines. This program was developed under the command of Hiram G. Rickover, the “Father of the Nuclear Navy” who oversaw the commissioning of the very first nuclear-powered attack submarine, the USS Nautilus (SSN 571) in 1952. This was a truly revolutionary design. Until the advent of nuclear power, the world's submarine fleets traveled on the surface at night to charge their batteries, and only dove below the surface when enemy ships or planes were spotted. With the development of the USS Nautilus, the US Navy now had the ability to stay submerged for not just hours or days, but to hide out of harm's way for weeks or months at a time This highly illustrated book covers all of the 220+ submarine hulls built and delivered to the US Navy from the USS Nautilus through to the Navy's newest class of submarine, the Columbia class SSBNs. The story of the Nuclear Navy from its origins up to the present day is told through more than 1,300 images from official and archive sources, as well as the author's own personal collection, some of which have never been published before.

Available in PDF, EPUB and Kindle. Book excerpt: For as long as an American naval force has existed, black sailors have served it with bravery, distinction, and little or no recognition. They have since earned praise for service in the American Revolution, the War of 1812, and the Civil War, and more recently, they were integral to the development of the U.S. Submarine Service. Their roles limited by segregation, black submariners nonetheless were a key element of the "Silent Service" throughout World War II. With desegregation came expanded opportunities, and black submariners witnessed the birth and evolution of the nuclear-powered submarine, and some of the tensest moments of the Cold War. These men paved the way for those who followed--their contributions deserve recognition, and their stories deserve to be told. This exploration of the role of African American submariners chronicles their service from World War II through the Cold War era. An historical overview of black sailors and the evolution of the Steward's Branch, to which black sailors were eventually restricted, precede descriptions of becoming a steward and a submariner, and of life as a submariner during World War II. An account of black submariners in post-war service during desegregation, the development of the nuclear submarine, and throughout the Cold War follows. Oral histories of more than fifty black submariners who served in World War II and post-war form the heart of the book. Photographs of the men profiled, including wartime photographs, complement the text. Appendices outline the naval steward rating system, list all black submarine stewards serving in World War II, top stewards by number of war patrols, and those lost or killed during wartime service. Rear Admiral Melvin G. Williams, Jr., submarine fleet commander and son of one of the men profiled, provides a foreword.

Available in PDF, EPUB and Kindle. Book excerpt: One of the key concerns of naval strategists and planners today is the nature of the Chinese geostrategic challenge. Conceding that no one can know for certain China s intentions in terms of future conflict, the editors of this hot-topic book argue that the trajectory of Chinese nuclear propulsion for submarines may be one of the best single indicators of China s ambitions of global military power. Nuclear submarines, with their unparalleled survivability, remain ideal platforms for persistent operations in far-flung sea areas and offer an efficient means for China to project power. This collection of essays presents the latest thinking of leading experts on the emergence of a modern nuclear submarine fleet in China. Each contribution is packed with authoritative data and cogent analysis. The book has been compiled by four professors and analysts at the U.S. Naval War College who are co-founders of the college s recently established China Maritime Studies Institute. Given the opaque nature of China s undersea warfare development, readers will benefit from this penetrating investigation that considers the potential impact of even the most revolutionary changes in Chinese nuclear submarine capabilities. The editors believe that to ignore such possibilities would be the height of strategic folly and represent inexcusable negligence in terms of U.S. national defense. Anyone who is interested in the future of the U.S. Navy and the defense of the United States will find this book to be essential reading.

Book excerpt: The Columbia (SSBN-826) class program is a program to design and build a class of 12 new ballistic missile submarines (SSBNs) to replace the Navy's current force of 14 aging Ohio-class SSBNs. The Navy has identified the Columbia-class program as the Navy's top priority program. The Navy wants to procure the first Columbia-class boat in FY2021. Research and development work on the program has been underway for several years, and advance procurement (AP) funding for the program began in FY2017. The Navy's proposed FY2020 budget requests $1,698.9 million in advance procurement (AP) funding and $533.1 million in research and development funding for the program. The Navy's FY2020 budget submission estimates the total procurement cost of the 12-ship class at $109.0 billion in then-year dollars. An April 2018 Government Accountability Office (GAO) report assessing selected major DOD weapon acquisition programs stated that the estimated total acquisition cost of the Columbia-class program is $102,075.3 million (about $102.1 billion) in constant FY2018 dollars, including $12,901.0 million (about $12.9 billion) in research and development costs and $89,174.3 million (about $89.2 billion) in procurement costs.

This book was released on 2017-04-07 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy's proposed FY2017 budget requests $773.1 million in advance procurement (AP) funding and $1,091.1 million in research and development funding for the Columbia class program, previously known as the Ohio replacement program (ORP) or SSBN(X) program, a program to design and build a new class of 12 ballistic missile submarines (SSBNs) to replace the Navy's current force of 14 Ohio-class SSBNs. The Navy has identified the Columbia class program as the Navy's top priority program. The Navy wants to procure the first Columbia-class boat in FY2021, and the $773.1 million in AP funding requested for FY2017 represents the initial procurement funding for that boat. The Navy as of January 2017 estimates the procurement cost of the lead ship in the class at $8.2 billion in constant 2017 dollars, not including several billion dollars in additional cost for plans for the class, and the average unit procurement cost of ships 2 through 12 in the program at $6.5 billion each in constant FY2017 dollars. A March 2017 GAO report assessing selected major DOD weapon acquisition programs stated that the estimated total acquisition cost of the Columbia class program is $100,221.9 million (about $100.2 billion) in constant FY2017 dollars, including $12,648.1 million (about $12.6 billion) in research and development costs and $87,426.5 million (about $87.4 billion) in procurement costs. Observers are concerned about the impact the Columbia class program will have on the Navy's ability to fund the procurement of other types of ships at desired rates in the 2020s and early 2030s. Potential issues for Congress for the Columbia class program include the following: whether to approve, reject, or modify the Navy's FY2017 funding request for the program; the potential impact on the program of DOD being funded under a continuing resolution (CR) for much of FY2017; whether to authorize and appropriate FY2017 advance procurement (AP) funding for the program in the Navy's shipbuilding account or the National Sea-Based Deterrence Fund (NSBDF); whether to approve, reject, or modify the Navy's proposed strategy for building Columbia-class boats at the country's two submarine-construction shipyards; cost, schedule, and technical risk in the Columbia class program; and the prospective affordability of the Columbia class program and its potential impact on funding available for other Navy shipbuilding programs. This report focuses on the Columbia class program as a Navy shipbuilding program. CRS Report RL33640, U.S. Strategic Nuclear Forces: Background, Developments, and Issues, by Amy F. Woolf, discusses the SSBN(X) as an element of future U.S. strategic nuclear forces in the context of strategic nuclear arms control agreements.
