Most students of the war argued that the United States had "stumbled into a quagmire in Vietnam through hubris and miscalculation," as the New York Times's Fox Butterfield put it. But the perspective of time and the opening of documentary sources, including the Pentagon Papers, had allowed Gelb and Betts to probe deep into the decisionmaking leading to escalation of military action in Vietnam. The failure of Vietnam could be laid at the door of American foreign policy, they said, but the decisions that led to the failure were made by presidents aware of the risks, clear about their aims, knowledgeable about the weaknesses of their allies, and under no illusion about the outcome. The book offers a picture of a steely resolve in government circles that, while useful in creating consensus, did not allow for alternative perspectives. In the years since its publication, The Irony of Vietnam has come to be considered the seminal work on the Vietnam War.

Book excerpt: Based on extensive research in the Russian archives, this book examines the Soviet approach to the Vietnam conflict between the 1954 Geneva conference on Indochina and late 1963, when the overthrow of the South Vietnamese president Ngo Dinh Diem and the assassination of John F. Kennedy radically transformed the conflict. The author finds that the USSR attributed no geostrategic importance to Indochina and did not want the crisis there to disrupt détente. The Russians had high hopes that the Geneva accords would bring years of peace in the region. Gradually disillusioned, they tried to strengthen North Vietnam, but would not support unification of North and South. By the early 1960s, however, they felt obliged to counter the American embrace of an aggressively anti-Communist regime in South Vietnam and the hostility of its former ally, the People's Republic of China. Finally, Moscow decided to disengage from Vietnam, disappointed that its efforts to avert an international crisis there had failed.

The U.S. has significant national interests in Vietnam to include: the security of U.S. allies, the non-proliferation of weapons of mass destruction, the enhancement of regional stability, cooperation on counter-narcotics activities, access to markets and raw materials, security of sea lines of communication, promotion of tree-market economies, success of emerging democracies, protection of U.S. citizens abroad, achievement of the fullest possible accounting for unaccounted-for Americans, and promotion of human rights. This paper analyzes each area and recommends policy positions to achieve/protect these interests.

Lesson 1 of the unit sets the historical context for the study of contemporary U.S. and Japanese relations with Vietnam. The lesson focuses on the plight of refugees from Vietnam and their experiences in the Unites States and Japan. Lesson 2 focuses on Vietnam's politics in transition. Since South and North Vietnam were officially unified as the Socialist Republic of Vietnam in 1976, Vietnam's political situation has been in a state of transition. How the communist party-state can liberalize its economic system without weakening the dictatorship of the Party is a central question facing the government of Vietnam. In this lesson, students will be introduced to this transition through a series of small group activities. Lesson 3 examines Vietnam's economy in transition. This lesson introduces students to some challenges, obstacles, and achievements of Vietnam's economy in transition. Vietnam's reform policy of doimoi (intended to reduce the role of the state in the economy, respect the market, favor private enterprise, and welcome global traders and investors) is examined through a simulation. Lesson 4 introduces students to issues related to U.S. policy toward Vietnam, with a focus on normalization. On July 11, 1995, President Clinton announced his intention to establish full diplomatic relations with Vietnam. Issues (e.g., MIA/POW, trade, human rights, security) affecting these diplomatic relations are explored. Lesson 5 introduces students to issues related to Japan-Vietnamese relations, with a focus on foreign aid. Japanese foreign aid to Vietnam serves as a case study. Students learn about Vietnams' position on Japan's official development aid and the priority areas of Japan's official development aid, as well as analyze projects in Vietnam funded with Japanese aid.
