Ever since Indonesian independence post World War II, relations to the US have been marked by ups and downs. The author argues that the way the Indonesian public perceives the world has an impact on the national self-image that again heavily influences national foreign affairs. For both the US and Indonesia, this is a crucial moment in bilateral relations. This study explores Indonesian media responses to American foreign policy by analyzing more than 400 press articles. In the context of President Obama’s declared “pivot to Asia”, both countries need to find a way to foster better relations.

Book excerpt: This volume explores U.S. defense policies and security cooperation activities and agreements between the United States and Indonesia from 1950 to 1959, the first decade of Indonesia's independence. It assesses the implementation and value of U.S. military assistance and training programs and the way defense policies influenced and contributed to both the development of the Indonesian military and broader U.S. foreign policy goals. This thesis argues defense policymakers in Washington, as well as attach�s and senior commanders in the region, correctly assessed the importance of the Indonesian military to U.S. national objectives. This focus led to the successful implementation of defense policies throughout the decade and solidified the military to military relationship. This enabled the U.S. to salvage the broader bilateral relationship nearly destroyed by ambiguous policies which supported both sides in a civil war inflamed by the CIA and State Department, who spearheaded a confrontational approach to Indonesia during the period. It concludes by arguing the very success of engagement-based defense policies made the U.S. military the primary vehicle through which foreign policy in Indonesia was implemented by the end of the decade.

Book excerpt: United States national interests in Indonesia have traditionally being based on strategic security requirements given Indonesia's geographic location between the Indian and Pacific Oceans, and strong anti-communist stance during the Cold War. However, the 1990s witnessed a decline in relations between the two countries primarily due to human rights violations committed by the Indonesian military in East Timor. This thesis examines contemporary United States foreign policy towards Indonesia to determine whether this policy promotes United States national interests in this country. It defines what constitutes United States national interests under strategic and security, economic, political, and humanitarian interests, and then analyses contemporary policy against these categories to determine whether they promote the identified interests. The thesis identifies that Indonesia's geographic location and demographic size and composition remain key enduring interests, while the rise of globally linked terrorist organizations has become the preeminent contemporary interest of the United States in this country. The thesis concludes that contemporary United States policy does promote national interests in Indonesia, although, the Leahy Amendment continues to limit the employment of the military instrument of power. This has constrained the Bush administration's ability to develop more elaborate policies to satisfy security interests, and enhance professional development in the Indonesian military.

"The U.S. strategic objective regarding Taiwan should be to preserve its political and economic autonomy, its dynamism as a free society, and U.S.-allied deterrence-without triggering a Chinese attack on Taiwan." "We do not think it is politically or militarily realistic to count on a U.S. military defeat of various kinds of Chinese assaults on Taiwan, uncoordinated with allies. Nor is it realistic to presume that, after such a frustrating clash, the United States would or should simply escalate to some sort of wide-scale war against China with comprehensive blockades or strikes against targets on the Chinese mainland." "If U.S. campaign plans postulate such unrealistic scenarios," the authors add, "they will likely be rejected by an American president and by the U.S. Congress." But, they observe, "the resulting U.S. paralysis would not be the result of presidential weakness or timidity. It might arise because the most powerful country in the world did not have credible options prepared for the most dangerous military crisis looming in front of it." Proposing "a realistic strategic objective for Taiwan, and the associated policy prescriptions, to sustain the political balance that has kept the peace for the last fifty years," the authors urge the Joe Biden administration to affirm that it is not trying to change Taiwan's status; work with its allies, especially Japan, to prepare new plans that could challenge Chinese military moves against Taiwan and help Taiwan defend itself, yet put the burden of widening a war on China; and visibly plan, beforehand, for the disruption and mobilization that could follow a wider war, but without assuming that such a war would or should escalate to the Chinese, Japanese, or American homelands. "The horrendous global consequences of a war between the United States and China, most likely over Taiwan, should preoccupy the Biden team, beginning with the president," the authors conclude.
