This potential growth also has increased, in some quarters, concern that nonproliferation considerations are not being given sufficient attention. In particular, since introduction of many new power reactors will lead to requiring increased uranium enrichment services to provide the reactor fuel, the proliferation risk of adding enrichment facilities in countries that do not have them now led to proposals to provide the needed fuel without requiring indigenous enrichment facilities. Similar concerns exist for reprocessing facilities. Internationalization of the Nuclear Fuel Cycle summarizes key issues and analyses of the topic, offers some criteria for evaluating options, and makes findings and recommendations to help the United States, the Russian Federation, and the international community reduce proliferation and other risks, as nuclear power is used more widely. This book is intended for all those who are concerned about the need for assuring fuel for new reactors and at the same time limiting the spread of nuclear weapons. This audience includes the United States and Russia, other nations that currently supply nuclear material and technology, many other countries contemplating starting or growing nuclear power programs, and the international organizations that support the safe, secure functioning of the international nuclear fuel cycle, most prominently the International Atomic Energy Agency.

Book excerpt: This new report from the National Research Council's Nuclear and Radiation Studies Board (NRSB) and the Transportation Research Board reviews the risks and technical and societal concerns for the transport of spent nuclear fuel and high-level radioactive waste in the United States. Shipments are expected to increase as the U.S. Department of Energy opens a repository for spent fuel and high-level waste at Yucca Mountain, and the commercial nuclear industry considers constructing a facility in Utah for temporary storage of spent fuel from some of its nuclear waste plants. The report concludes that there are no fundamental technical barriers to the safe transport of spent nuclear fuel and high-level radioactive and the radiological risks of transport are well understood and generally low. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.

The decline of the U.S. nuclear energy industry could be much more rapid than policy makers and stakeholders anticipate. China, India, Russia, and others plan on adding nuclear technology to their mix, furthering the spread of nuclear materials around the globe. U.S. companies must meet a significant share of this demand for nuclear technology, but U.S. firms are currently at a competitive disadvantage due to restrictive and otherwise unsupportive export policies. Without a strong commercial presence in new markets, America’s ability to influence nonproliferation policies and nuclear safety behaviors worldwide is bound to diminish. The United States cannot afford to become irrelevant in a new nuclear age.
