Book excerpt: Most military installations are not well prepared to respond to a terrorist incident involving Weapons of Mass Destruction (WMD) at the installation. A study commissioned by the Department of Defense (DoD) in 1997 looked at the effects of the use of a WMD by terrorists to see how this act interfered with U.S. forces in an ongoing operation in a forward theatre of operation. A follow on study by DoD looked at the effects of WMD at a Power projection platform that would potentially disrupt the reinforcing units going to a theatre of operations. Glaring deficiencies were discovered. The military installations were ill prepared to respond and resulted in inability to provide reinforcement support to operations in an overseas theatre of operations. Though the power projection platform problem is being addressed for those installations there is no current program to improve installation training or response. This Student Research Paper will address in depth the potential threat, analyze existing programs and provide recommendations to improve overall installation readiness, awareness and response to a WMD incident.With the realization that the United States and its citizens were extremely vulnerable to such an attack, Congress enacted the Domestic Preparedness Program under the 1996 Defense Against Weapons of Mass Destruction Act. This act was endorsed by the President to better prepare U.S. cities and its citizens to improve their capability to respond to a WMD incident. The Department of Defense was placed in charge of the program to help prepare the cities with support from all of the other Federal Agencies. At the same time the Department of Defense commissioned a study to determine vulnerabilities of military installations. This study was conducted by a group of retired General Officers that identified serious shortfalls and vulnerabilities at military bases both overseas and within the United States.

The debate over the seriousness of the various threats intensified recently, even before the events of September 11, 2001. Various studies and commissions recommended far reaching changes in the U.S. approach to domestic preparedness and response to threats to the homeland, many now being implemented. Many experts believe the probable long term effects of a WMD attack by terrorists on the population, environment, and the economy make it imperative that the U.S. be fully prepared to either deter or interdict an attempted terrorist attack. This paper reviews the current legislation and policies that govern the military's role when supporting law enforcement in a domestic terrorism crisis and highlights some of the issues confronting the U.S. government. To fully understand the military's role in domestic crisis response it is necessary to explore existing nationallevel structures and response options prior to the involvement of military forces. Crisis management is predominately a law enforcement function that manages the resources necessary to prevent or resolve a terrorist incident, including one involving WMD. Current U.S. government terrorism response policy is contained in presidential directives. Among other matters, these directives address National Security Council structure and federal agency crisis response roles when responding to a domestic terrorism incident. Many federal agencies are available to assist the Federal Bureau of Investigation (FBI) in dealing with a terrorist threat or in the resolution of an actual terrorist incident. The Department of Defense (DoD), as a supporting agency in domestic law enforcement operations, has developed and maintains plans and capabilities to respond to threats or acts of terrorism, including those involving the use of nuclear, biological, or chemical weapons. In a domestic crisis, DoD may be called upon to assist in several different ways ranging from actual interdiction of the terrorists to the loaning of specialized equipment for use by law enforcement agencies. DoD has published specific policy for assistance to civil law enforcement officials in emergencies involving terrorism and WMD. U.S. terrorism policy is an issue of growing policy debate. Most experts believe that a comprehensive national strategy for domestic terrorism is a critical step in defeating the threat. Some say more effectively employing DoD's capabilities during domestic crisis response operations, or new relationships based on the recent creation of the Department of Homeland Security are the best methods to ensure success against domestic terrorism. Lastly, newly proposed congressional oversight roles are seen by many as an important factor in a more effective response to domestic terrorism. This report will be updated should major changes occur to the relationships described.

Book excerpt: The potential for terrorist activities directed against United States (U.S.) citizens and interests worldwide has become an increasingly serious threat. In an effort to counter this threat, the U.S. Government has implemented a number of measures to enhance the Nation's ability to deter, prevent, respond to, and recover from terrorist activities within the United States, its territories, and possessions. The establishment of the Weapons of Mass Destruction (WMD)–Civil Support Team (CST) program is one of the measures that has been implemented to support the defense of the Homeland. The WMD-CST program mission is to support civil authorities at domestic chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) incident sites by identifying CBRNE agents and substances, assessing current and projected consequences, advising on response measures, and assisting with appropriate requests for additional support. This includes the intentional or unintentional release of CBRNE and natural or man-made disasters in the United States that result, or could result, in the catastrophic loss of life or property. As the “state governors' 911 forces for WMD,” WMD-CSTs provide direct support to the front lines of local, state, and federal emergency response organizations. WMD-CST operations are conducted primarily in civil environments—urban, rural, industrial, or suburban areas—and in hot or cold weather. WMD-CSTs currently operate within the United States, its territories, and possessions while in Title 10 U.S. Code (USC) or Title 32 USC status. This manual serves as the foundation for WMD-CST doctrine and focuses on the organization, mission, command and control (C2), and operations of the WMD-CST. It discusses employment concepts, planning considerations, capabilities, and the type of support that WMD-CSTs can provide during a response. This information should be shared with key decision makers at local, state, and federal levels.
