Book excerpt: This thesis compares the effects of Marine Corps graduate education programs, categorized as either Professional Military Education (PME) or Non- PME, on officer performance. The intent of the thesis is to provide empirical evidence to support or refute Marine Corps cultural perceptions that PME improves officer performance more than Non-PME graduate education. A performance index (PI) is derived from the current Marine Corps fitness report system and averaged before and after graduate education for PME and Non-PME graduates and for a group of officers without graduate education (NOS). Data from the Marine Corps Total Force Data Warehouse are used to assess the marginal effect of graduate education in models that also included demographic, affective and cognitive traits. ANOVA results for O4s show significant improvement in performance over time for all groups (PME, Non-PME and NOS), with the largest improvement for PME and the smallest for NOS, although differences between groups are not significant. Multivariate regressions indicate that, after accounting for other influences, the post-education performance of those with graduate education is not significantly different from those without (NOS). The change in performance between before and after receiving graduate education is not significantly different for PME and NOS, while it is slightly lower for Non- PME than for NOS (significant at .1O level). A limitation of the study is that the data only covered four years of fitness reports. Thus, we were not able to assess the long-run effects of graduate education on officer performance.

Introduction The Backbone of the Armed Forces To be a member of the United States Armed Forces--to wear the uniform of the Nation and the stripes, chevrons, or anchors of the military Services--is to continue a legacy of service, honor, and patriotism that transcends generations. Answering the call to serve is to join the long line of selfless patriots who make up the Profession of Arms. This profession does not belong solely to the United States. It stretches across borders and time to encompass a culture of service, expertise, and, in most cases, patriotism. Today, the Nation's young men and women voluntarily take an oath to support and defend the Constitution of the United States and fall into formation with other proud and determined individuals who have answered the call to defend freedom. This splendid legacy, forged in crisis and enriched during times of peace, is deeply rooted in a time-tested warrior ethos. It is inspired by the notion of contributing to something larger, deeper, and more profound than one's own self. Book excerpt: This book examines officer in-residence professional military education (PME) as a critical investment in the most important element of our military -- people. The primary purpose of PME is to develop military officers, throughout their careers, for the rigorous intellectual demands of complex contingencies and major conflicts. The authors discuss professional military education two decades after the Goldwater-Nichols Act and the Skelton Panel and provide statements from important hearings on continued engagement.

Available in PDF, EPUB and Kindle. Book excerpt: “When I became secretary of defense,” Ashton B. Carter said when announcing that the Pentagon would open all combat jobs to women, “I made a commitment to building America's force of the future. In the twenty-first century, that requires drawing strength from the broadest possible pool of talent.” That “pool of talent”—and how our nation's civilian and military leaders have tried to fill it—is what Military Service and American Democracy is all about. William Taylor chronicles and analyzes the long and ever-changing history of that often contentious and controversial effort, from the initiation of America's first peacetime draft just before our entry into World War II up to present-day conflicts in Iraq and Afghanistan. A history that runs from the selective service era of 1940–1973 through the era of the All-Volunteer Force of 1973 to the present, his book details the many personnel policies that have shaped, controlled, and defined American military service over the last eight decades. Exploring the individual and group identities excluded from official personnel policy over time—African Americans, women, and gays among others—Taylor shows how military service has been an arena of contested citizenship, one in which American values have been tested, questioned, and ultimately redefined. Yet, we see how this process has resulted in greater inclusiveness and expanded opportunities in military service while encouraging and shaping similar changes in broader society. In the distinction between compulsory and voluntary military service, Taylor also examines the dichotomy between national security and individual liberty—two competing ideals that have existed in constant tension throughout the history of American democracy.

Berger released his strategic direction and vision of the Marine Corps as a naval expeditionary force trained, organized, and equipped as a naval expeditionary force-in-readiness and prepared to operate inside actively contested maritime spaces in support of fleet operations. To accomplish this, the CPG listed education and training as a top tier focus area for the Marine Corps. MCDP 7 Learning ensures the Corps inculcates in Marines the significance of its learning philosophy and importance of continuous learning throughout a Marine's career. Marines must train as they fight, and to do so, must understand that learning is an institutional priority and a professional expectation. The challenge is to change perceptions and attitudes of the current learning attitude - that learning only happens during formal training or education events - to the MCDP 7 Learning philosophy that reinforces and encourages learning at every opportunity with the intent to master the profession at arms at every rank. MCDP 7 is the first entirely new doctrinal publication to be released by the Marine Corps since 2001. The purpose of MCDP 7 Learning is to describe the Marine Corps' learning philosophy and explain why learning is critically important to the profession of arms.
